The COBRA 18-month time frame was never extended. It's my understanding that federal law was initiated so that unemployed individuals due to involuntary departure from employment would contribute 35 percent to the cost of their COBRA benefit. The 65 percent cost-saving measure was put in place; in part, to encourage individuals to enroll in COBRA.
