Brick Officials: Feds Should Fund All House Raisings

Resolution on council agenda for Tuesday night

Mayor Stephen C. Acropolis and Councilman Joseph Sangiovanni will jointly propose a resolution before the township council this week that will ask the federal government to fully fund all residents' house raising efforts in the wake of new federal guidelines.

The resolution requests the federal government to fully fund the efforts of all residents to comply with heightened base flood elevations and other foundation requirements for those in flood zones.

Acropolis said residents with flood insurance whose homes were damaged more than 50 percent during Sandy qualify for grants worth $30,000, but that often is not enough to raise a home. Further, homes that were damaged less than 50 percent – or not at all – as well as those whose homes did not have flood insurance policies, do not qualify for the so-called increased cost of compliance, or ICC, grants.

"There is so much that goes into elevating homes," said Acropolis, in a statement. "Foundation work, utility work and more. That $30,000 will not go far for most families."

Two other grant programs have already been authorized, including Community Development Block Grant allocations that could start as early as next month, according to Gov. Chris Christie, plus FEMA Hazard Mitigations Grants, which could come farther down the line.

Sangiovanni said the federal government should fund the entire elevation effort, however.

"It is our duty to fight for the families of Brick Township, many of whom will likely not be able to afford to elevate their homes," said Sangiovanni, whose own home was severely damaged in the storm. "They should not have to leave their homes and Brick Township because of the financial burden the new flood zone regulations have forced on them. It is another unfunded mandate that is unfair to citizens."

The resolution is on the March 5 council meeting agenda.

Last month, Councilman John Ducey introduced his own resolution calling on the federal government to allow residents to challenge their flood zone mapping.

Bootleg, I am so sorry for your situation and that of so many suffering. I say if we can send monies to Israel, Iraq, Iran, Pakistan, Afghanistan, Africa and Haiti then we should be able to give Americans a helping hand. I think the reason the insurance companies are low balling people with payouts is they plain and simply have never had to deal with this much devestation all at the same time. And I am aware that corporate interests are just plain self-serving as well. That said, I don't know that rebuilding on the water is a viable thing to do. Who in their right mind would want to rebuild on the water in light of this super storm? We have another storm brewing as I write. So much money has been collected, but where has it gone? I agree that people have no clue of the devastation and need to get out of hiding and actually see what is going on. This is what the residents who distain "rubbernecking" don't realize. People need to see it. Those who do finally go out and see - remember that what you are looking at now is a sanatized version following a four month clean-up effort. I am two houses away from a partial demo area and I have neighbors who have never turned the corner to see! I agree w/ Knarfie and think these local yokels are in it for votes. I don't think anything will salvage this current administration. Not anything - they dug their own graves on too many issues.

Well the fact of the matter is - we live in an ever changing evolving environment. All calculations are a guesstimate. FEMA requirements should be grandfathered in for new construction not used to force people into homelessness. Why can't anything proceed reasonably when it comes to government?

Me, I couldn't sleep alll night til about three where I felt I was gonna have a nervous breakdown if i didn't. I watched six oak trees fall down and heard my chimney cap blow away in the storm that sent an eerie wind a howing down my fireplace which had been the only safe place to sit away from windows. I had an old battery radio and listened to WPIX Radio from New York. Wondered whether to wake my tired other half out of the bed if it was safe to sleep there with huge oaks dropping by. I will always remember that night.

Then will come the age old argument, "Hey, our tax dollars built these homes back up now we want to fish n crab from your backyard". Then just like the beach's the home owners will have to have an easement so any ole stranger can walk in your back yard to enjoy what we ALL paid for along the bay front. There is nothing free when you take what the fed Gov't gives out. And not for nothin but I believe it's a conflict of interest to have Sangiovanni on this panel beings his own home was involved in the devistation. Jealousy will get u no where. We on the water would help our community if you needed it. Most of us on the water are retired or seasonal owners we support ur schools when we don't have any kids in the system. If you don't want to help us the cut out school tax from us who don't have kids or aren't full timers. Tit for tat. I'm game for that. Raise my tax for me and my neighbors to raise leave you in landers out of it then remove school taxes from us and any other taxes for thing we don't use and just tax us for the 3 months out of the year my friends and neighbor are hear. Then put toll booths up to get to the coast for you ( basically draw a lie) since you want to segregate our town. I NEVER THOUGHT BRICK WOULD BE LIKE THIS. That's why I moved hear 10 years ago from up north to get away from ignorant aholes like you!!!!!!

I work in Insurance and DEAL with this DAILY; first of ALL I want to say ICC is NOT going to give each and every individual that had flood insurance 30,000 to raze their homes, secondly not all flood policy holders pay into the ICC fund, and third if you read the guidelines in the ICC portion of the policy it states that an amount UP TO 30,000 could be given to one insured. They will all be reviewed on a case by case basis

This is not just effecting the beach or bay front houses. I am high and dry and had no damage at all with Sandy and I am now in a V flood zone. Why should I have to raise my house? This whole thing is crazy. I hope the town can fight it or we will all by forced out.

Don't you see; that is the intent... to Force people out who can't afford to do what they are asking... I understand you're point; but if most of the people in you're zone suffered damage or were flooded unfortunately you will be in that new zone

@jms. We were a very fortunate street on the river and not one house suffered water damage and now we are in a v zone- frustrating.

Really? I don't remember hearing that Katrina victims had to shell out hundreds of thousands of dollars to raise their houses, do you? Are we the "wrong color" or something? Exactly why are we having to take on this huge expense when no one else had to, hmmmm?

All the residents want, want, want is for the government to stay the hell out of our lives. People are all set to pay to have their houses fixed but then the government comes in and says everyone has to raise their houses??? WTF?? There hasn't been a storm like this at the jersey shore for a hundred years...we should have to pack up and move just cause the government in it's infinite wisdom has added an insurmountable burden to its citizens...gee, what a surprise!

@Pam.. I am sure it is frustrating; but keep in mind; none of these maps are set in stone; many changes still to come before anything is finalized for August, which is what they are telling us in the insurance industry.. maybe there still is hope, but if you are a spit away from the water; it's probably for the best anyway... what I don't understand is that they are telling everyone to be from 10 up to 15 feet in the air; now we will have a WIND issue.. ugh

@jms. Thanks. We are keeping fingers crossed. Yes the only damage we had was wind because we are high. Imagine if we are up ten more feet. The next storm we will blow away!

@ Oldsoldier - first let me say that flood policies are only required by the mortgage companies and they only require clients to carry building coverage and only enough building coverage to satisfy their interest; so some may let people carry 30,000 and others have to carry the max amount of $250,000; second flood policies are ONLY actual cash value they are not based on replacement cost. Third almost half of the flood policies in place do not carry contents coverage because the banks do not require you to have it... so as much as the agent tells the insured that they do not have the sufficient amount of coverage they are never willing to buy anymore than required.. hence what we have with sandy victims;
Homeowner's insurance policies will NEVER cover flood damage... HO policies only cover fire, theft, wind and vandalism.. so what it boils down to is being informed and educated as to what you are purchasing when you buy a policy... and you should listen to your agent; we are not in the business of ripping people off; we try to advise them to the best of capability to what their exposures are or could be during a loss; and they are the ultimate deciding factor on what they buy; also let's not forget about Flood Elevation Certificates... and if people actually had them done how it could benefit their flood premiums

@Pam; well I am glad to hear that.. It is so sad to hear of all of my clients stories and how they are trying to get back to some sort of normalcy; did you put in a wind claim? Was you're carrier easy to deal with? Did you have to wait long for a check?
LOL: I know what you mean; we are saying ... great now you are slapping 5% hurricane deductibles on policies and 5,000 flat wind deductibles... telling people to get up that high in the air is just going to cause a whole NEW set of problems during the next storm..

If you were aiming your comment at me, you're talking through your anus along with Art. I am not on any type of govt. dole, food stamps, unemployment or housing subsidy. My income is my business, not yours! I have worked on coastal restoration from TX through NY for more than 40 yrs. and know better than to try to impress superficial friends and aquaintences with my beach home, leased cars and the rest of the BS. You chose to buy or build on the beach, live with it. If you were in NC and lost your beach house to a storm you would not be allowed to rebuild.

Not so sure that complaint letters are the way to go. I'd suggest a class action suit against individual insurance companies. Additionally, it may be beneficial to see FEMA's contribution to rebuilding efforts in FL and LA after Andrew and Katrina. Equal protection under the law may be in violation in the case of Sandy victims.

Slippery - Unfortunately, we've taught them to live just such a lifestyle. Our federal government is the role model for spending beyond your means. I imagine that the "trickle down" effect of that philosophy is now biting folks in the rump.

Hey Tom-you, Dorreen and others on this thread talk like everyone who were unlucky enough to be affected by this storm are all second home owners, fat cat NY businessmen and wealthy. Well you're all wrong. I've lived at the Jersey Shore for almost 40 years and work my a$$ of for what I have, always have and always will and so have all of my friends and neighbors. No one has ever given me $hit. I pay my own way. But here you guys are almost saying we got what we deserved because we chose to live on the water. What we have here is an unfunded mandate from the Federal Government. If they don't fund it people will lose their homes, their investments and more. Where do they go from here? I have very good income, applied for an SBA loan to help me raise my house, let me repeat, APPLIED FOR AN SBA LOAN, and what SBA did was deduct all the money my flood insurance company gave me so the loan proceeds were reduced so much it makes no sense for me to take the loan because it won't come close to helping my raise my house. So now we look to get assistance from the Feds on what amounts to an unfunded mandate. So take your BS about "impress superficial friends and aquaintences with my beach home, leased cars" and shove it. The majority of those affected are hard working, full time residents of these shore towns. We pay taxes, spend money in the communities we live, contribute to the betterment of our towns and have respect for who we are and where we live. Do you?

Go to Save Our New Jersey Communities also. Between both groups WE MUST STOP FEMA!!! I DO NOT agree with FEMA; the new V zone's are WRONG!!! As many have said; it was bad enough to deal with the storm (I stayed at my home and it was flooded) and then the reconstruction issues and then the insurance issues and then FEMA and now the new flood maps. When is it going to end??? Everyone in this country will be financially hurt by the new FEMA maps. This isn't just a NJ problem, it affects all parts of the country. This isn't just a shore community or water front issue; everyone will pay more if the water front areas can't sell or must destroy perfectly good homes. Don't allow this to happen. Don't allow the government to ruin your retirement plans. Like most people, your home is your investment for retirement (along w/ pension, 401k etc...); GET INVOLVED. Protect yourselves and don't allow this to happen WITHOUT A FIGHT!!! This is your home and home for your children; STOP FEMA NOW!!!!
