Man Convicted of Endangering Child Accused of Sex Assault

East Hanover resident sexually assaulted girl when she was as young as 4, affidavit says.

An East Hanover man convicted in 2008 of endangering the welfare of a child is now accused of sexually assaulting a young girl on numerous occasions within the township, according to an arrest affidavit.

Kenneth Lull, 46, was released Tuesday from Mid-State Correctional Facility into the custody of the East Hanover Police Department and charged with first-degree aggravated sexual assault, second-degree sexual assault and third-degree endangering the welfare of children, according to an affidavit on file with the Morris County Court.

Lull was serving a seven-year sentence in state prison for a child endangerment charge filed in 2006, according to the state Department of Corrections website. Lull was convicted in Morris County Court in November 2008. Details on Lull's conviction were not immediately available.

Lull is now accused of sexually assaulting a girl, who is now 12 years old, on numerous occassions between 2004 and 2006 when the girl was 4 to 6 years old, according to the affidavit.

An individual who spoke with the alleged victim first reported the abuse to East Hanover Police on April 30, the affidavit said.

Det. Marshall Wang of the Morris County Prosecutor's Office interviewed the girl on May 14, when she gave a similar report, according to the affidavit. 

A witness, who said she saw Lull touch the victim over her clothing on one occasion at Lull's East Hanover residence, was interviewed by Wang on Oct. 18, according to the affidavit. 

Bail was set by Superior Court Judge Thomas V. Manahan at $300,000 with no 10 percent option. Lull is not allowed to have any contact with the victim or any children under 16 years of age.
