Brick Nj police misconduct

can anyone please tell me why Brian Ulman BPD used excessive police force on me while i was handcuffed(under arrest for traffic fines) and 5 other members of BPD watched and said nothing! in response to the complaint I filed I was told "Brian Ulman admitted doing it but it was a mistake" and the others BPD officers agree! and that's supposed to be it! How is that? If I did that to an officer I'd still be in jail! Anyone know of an attorney that would handle my case? Please email me at michellescott1245@yahoo.com Thank you for listening
