Traders Cove Contract Signed

Mayor, former council members gather for ceremony

Just under a week after the township council authorized Mayor Stephen C. Acropolis to execute the contracts for the second phase of redevelopment at the Traders Cove Marina site, the contracts were officially signed.

Flanked by two former council members who voted in favor of authorizing two contracts during the final meeting of their terms on the governing body, the mayor executed one contract in his office Thursday.

On Tuesday, at the first caucus meeting of a new township council – this one controlled by Democrats – council members from both parties voted to rescind the authorization vote on a $600,000 contract to construct a spray park at the site. The council left intact, however, a $3 million contract to complete the work needed to turn the marina into a bayfront park. That was the contract signed by the mayor Thursday.

"These are historic contracts that will have a positive impact on this community for generations to come," said Acropolis. "It has been a long time coming and now the final steps can finally proceed.  When it is done, Traders Cove is going to be one of, if not the best public park and marina on the Barnegat Bay."

The $3,049,339 with Eagle Construction includes driveways, parking, sidewalks,  a maintenance building with restrooms and storage, sod and an irrigation system as well as 100 percent public access to the site. The contract also includes the completion of mandated stormwater management requirements. The site is currently in violation of those requirements, though the state has issued a reprieve while construction is underway.

"I can only imagine that our town leaders that signed contracts for the purchase and development of Windward Beach and our Ocean Beaches felt the same way as I do here today," Acropolis said.

Former council members Brian DeLuca and John Catalano joined Acropolis at the signing ceremony. He also credited former council members Mike Thulen and Ruthanne Scaturro as supporters of the project, and thanked current Council Vice President Bob Moore and Councilmen Jim Fozman and Domenick Brando for their supportive votes on Tuesday.

Business Administrator Scott Pezarras said construction is set to begin soon at the site. Construction crews are limited in the time frame of the project because they cannot work during the winter flounder migration in the spring. Township officials are hopeful that the park will be open by mid-summer.

I love the whole idea of a recreational park. However, I just want to know what they're going to do about the traffic on Mantoloking Road when the season is in full swing? They needed to put in an additonal lane going both east and west. Poor planning. Expect back ups to be past Adamston. I live just off of Mantaloking and on a summer Saturday at 9 a.m. the traffic is already backed up a mile from the bridge. Good luck with this one. The park will see me in September.

Mantoloking Road is a county road, so that would be up to the county to do any changes.

All of you sidewalk engineers better get with it because no matter how wide Mantoloking Rd. gets to be, if widened, it will never relieve the traffic backup at the bridge because once over the bridge there is a traffic light on Rt 35 which is a two lane road. Smarten up and accept it because it will not change. Choose another negative topic because this one is worn out by your quibbling over politics and certain people.

Amen! i hate the idea of a "spray park." How about a nice lawn with a beach, where families can come and enjoy the bay? also, where are they going to get the water from, the bay or our drinking supply? If its the bay, they will have to treat the water with chemicals. Where will this water go when they have to winterize the spray park, back to the bay? Thinking of the winter, what is this park going to look like the other 9 months of the year? Really ugly that's what!

Mantoloking Road had enough the traffic already and its horrendous in the summer. Adding more lanes to Mantoloking Rd is also a bad idea because you would have to tear down year round family homes to do so.

Not sure they thought this one through!

Correct Kristen, not only would the homes have to be torn down, the homes would have to be purchased from the current owners, just think how much that would cost the County since this I think is a County Road, not a town road.

Kristen, apparently they did think it through. Yes the properties would have to be bought up. The owners were apparently aware of this possible action for about 20 years. So eminent domain should not come as a surprise. There was plenty of time to plan. I don't feel sorry for the people who want to pretend it will never happen when and if it does.

The redeveloper will have to have commitments from companies that will be occupying what ever is built there before anything is built. What Real Estate investor is going to pay for and construct a building that will sit there vacant? Plus they will need some sort of approval of plans in order to attract tenants. Don't you know how the real estate market works? You present yourself as some sort of expert here. Why dont you relax and go get a cup of coffee at WaWa?

What's done is now done... I'm sure it will be a nice park at that price. Living off of Mantoloking Road my big concern is the traffic. I've seen it backed up passed the 7/11. How will this issue be solved? It will only get worse with or without the park. The new parkway exit sure helped to add beach traffic. There once was an improvement plan in place to widen and improved the road. What ever happened to that plan? We would not be in the fix we are in today had this project been completed. -- We need 4 lanes and a bike path.

a bike path would be great but would you want to lose your home to add a traffic lane? the traffic problem starts with the traffic light on 35 - make the state fix that since its a state road!

Kristen, People who lived along Mantoloking Road were well aware of this fact 20 plus years ago. People who recently purchase should also have been made aware of this issue that they may lose their property. The demolition of some buildings and widening of this roadway would be a definite improvement to the area and Brick.

Not that this is related but maybe kind of... I now see a construction office/trailer has been placed on the property at Mantoloking and Dock. I wonder when construction will begin. Upscale shops close to my home should help me sell my property on the "Poo" side of the river. Princeton Ave. Rules per the local realtors who are all living in the Brick past... they need to understand that some areas in Brick have greatly improved and have better access to the beach, Parkway, services, etc. When the traffic is heavy I can easily walk or bike to a local store for food, etc. Can't do that on “Prestigious” Princeton Ave. an area with expensive homes trapped with high taxes and limited access.

Dan, there is now an office/trailer located on this property. New as of this week. This site has been vacant for a long time. It is going to be nice to see the property developed soon. I want to see improvements in my neighborhood.

How do they think they can fill this location with upscale shops when there's an empty fairly new little mall sitting vacant on Drum Point Rd (just off Church Rd.). The Mantoloking Rd./Dock Rd. will just be another mall vacant waiting for tenants. Anyone know what's being built next to Harbor Freight?

Concerned Brick Citizen - it seems you knock the nicer Princeton Ave. area of Brick and, yet, you favor upscale shops being put up in the heart of Bricktuckey? How long will they last in this economy before we have another empty strip mall of closed shops with a few replaced by dollar stores?

I am still amazed by the fact that the county gave the town $1.5 million for the park at Traders Cove so the property was cleared, stones and a cement walkway were added as well as a cabana. Then the town dumped two to three feet of dredged soil from Lake of the Lillies right on top of it. I'm sure the town salvaged the cabana but the rest was a waste.

The water park should be put back in, it will benefit the community as a whole. It is a huge mistake to not move forward with the water park. All the positives that would come from the facility would greatly overshadow any negatives. The joy and excitment that kids will have playing on the splash pad, parents watching how much funs their kids would be having, a place to go that does not cost a fortune to enjoy, a place to spend the day as a family. It will be an enormous asset to the community

Sorry but I don't agree. I have small grandkids & doubt if they ever would get to enjoy the spray park once word got around the surrounding towns & the people of Brick wouldn't be able to enjoy it due to overcrowding. Set up a few sprinklers on your lawn & they'll get just as much fun at your own home that won't cost a dime. I applaud them for not including it. In this economy we can't spend money we don't have now & in the future that a spray park would have cost.

That is just what we need every illegal alien family showing up from sun up to sun down and crowding out the local kids. Have you ever walked under the bridge during the summer weekends and check out who is crabbing down there? That's who's kids would show up to a water park just like the Six Flags water park. Besides the local kids are pretty tough and there would be some fighting going to protect there turf just like they did at the skate park behind the school. Anytime someone can do something for free that's what you get.

The maintenance bldg has a bathroom for the staff, it is not a public bathroom with ADA access which is needed at the site.

The Resource Bldg was not is this phase, that was the next phase. It was going to be placed on the easterly side of the property near the bay. If you want, you can come in and see the full plan that has been approved by the DEP. It is downstairs with Tara Paxton in land use.

That is not what we have architectural design for and engineering, nor do we have those things on a CAFRA plan. We just can't redesign the whole site. Certain elements have been incorporated into our I-Boat and Boating Infrastructure Grant. We got the grant approval because of these certain features at the marina.

You can't just redesign and change things from the plan without seeing the impact to the existing approvals and stormwater design.

That is exactly what was done. Utillizing capital funds to build or improve a revenue generating asset and using this revenue inside the operating budget as operating capital cash, so we can maintain services at current levels.

Wrong we can only bond these costs for a maximum of 15 years, and our average pay back is a little less than 12 years because we structure the bonds in multi-use issues to level out the cost of carrying the debt.

So if only 15 years, with the 18 million spent (including Eagle construction) our debt on the property is 1.2 million per year, and that is only principle, not interest on all the bonds out there.

The point is, WE ARE BROKE! WE CAN NOT AFFORD ANY MORE OF STEVIES LITTLE VENTURES. WE CAN NOT AFFORD ANY MORE OF THESE GAMES.

I will be at the meeting on Tuesdy, please have ALL the figures ready for me, cash, bonds, salaries, benefits, etc. And the cost of a new bulk head since the one they put in is aluminum, it will need to be replaced in about 5 years. I want every scrap of paper you have on Traders cove. INCLUDING the backer who have since back out an withdrew their pledges.

Will you be there Tues or will you be in Ocean Gate, keyport or Lavalette being their BA?

You can OPRA any public record through the Clerk's office. The backer was anonymous donor who did not commit to his pledge. Ask Willie DeCamp who it was maybe he will tell you, since he wanted to be anonymous, I will not divulge his name.

I am not the BA in any of these towns, and I will be there on Tuesday.

If someone else held the job for the same salary, they would get a pension based on that salary, so you would still be paying the same amount to fund that pension.

I interviewed for these positions and have held them for a number of years. Some for more than 2 decades. Local government is what I have three state licenses in, so why shouldn't I work for in a statutorily mandated position in which I am certified?

Well sir, I have news for you! Brick Township is paying you a salary of $174,880 plus benefits. Gee, did you ever think that maybe the average Brick taxpayer who is earning soooooooo much less than $174,880 and is paying much more for benefits, would expect you to work at least 60 hours a week!!
Your arrogant statement just illustrates that you have absolutely no clue what the majority of Brick taxpayers are dealing with in the current economy.

Scott Pezarras does not make the decisions, he does his job based on what is presented to him to be done, and I think he does it well. This discussion is not about him, it is about Traders Cove and what the Mayor and previous council has planned. I do know that dealing with the DEP and CAFRA and getting approvals takes time and any changes to the plans will cause huge delays. I guess what this comes down to is having the one party control at Town Hall and we did not have someone who was keeping a close eye on the plans.

I don't think Scott does a bad job. As I said before, no one on the council had a clue as to what was going on, so it was good that he was there to answer questions. I believe the problem is, in this economy, with so many people out of work, how much is enough for one person? Also, it is a case of
killing the messenger. This Mayor is so disliked, that anyone remotely connected with him is tainted. Remember, Scott was employed in Brick by two prior administrations.

I spend the time it takes to do my job, if that takes weekends, holidays, and being on phone calls when on vacation, that is what I do. The problem in Brick is not unique, it is being experienced throughout the State revenues are down (cuts in State Aid, loss of grants, loss of interest on investments) and demand for services are high in NJ. So what is a municipality to do under a 2% CAP? Look for more efficient ways to provide those services, and that is what has been done. Shared services, privatization of the service. refunding bonds (refinancing), have done this.

It is as frustrating for governing officials as it is for their constituents, so we continue to have dialogue and attempt to work through our problems. We must work under many rules and regulations, volumes of them, government is not a business and it can't be run like one. I welcome input from the public, just ask George Scott, as I have met with him many times.

We need to continue to find ways to infuse operating capital into the budget from sources other than taxation or we will have no choice but to cut service levels. If my statements came off as arrogant, that was not my intention, and for that I apologize.

Knarfie I agree 100% on the benefits, Toth should have to give his up too. As far as the money, I do believe they are entitled to some sort of compensation, to cover out of pocket expenses associated with the job.

Joe K...I agree to a point. However, as I stated previously, 4 public jobs is 3 to many. Also as BA it is Scotts responsability to QUESTION expenditures, not go along with whatever Steve tells him to do. Sorry but while I believe Scott is qualified for the job, I really truly believe he is letting his politics get in the way of what is best for the tax payers.

"The People's Good is the Highest Law."
Sound public policy would indictate that NOW IS THE TIME for the enactment of an ordinance that would put these "tax-payer funded salary/benefit perk" issues to rest. Provide for a stipend for Mayor and Council and disallow medical and pension benefits entirely. It is my understanding that if the stipend/compensation is under a certain monetary figure; perhaps, five thousand dollars, it would deem the public official from pension eligibility. Although our medical coverage is currently under a self-insured plan and not through the State, launguage must be included to safeguard against potential changes to medical carriers/providers.
I was in attendance at the Council meeting, and I personally witnessed great promise for Brick Township. A meaningful exchange of ideas took place and heartfelt decisions were taken. In time, coupled with knowledge, I trust that we will not digress but move forward in a consensus-building manner. Let's give everyone a chance to accomodate to their new surroundings. Ultimitely it is our elected officials responsibility to determine the next steps to be taken. Hopefully, they will consider that it is an honor and privilege to serve the public. A call to public service should not be considered a full or part-time job or a job at all. It is just that a call to serve the public. In my opinion, I believe all our elected officials will rise to the occasion. Good luck to all!

I have to say that Scott Pezarras is one of the few people who will respond to your calls and concerns. He was in Town Hall to field calls during last year's blizzard. I believe from a conversation with Scott not so long ago that Scott holds a specific qualification or certification which is required by municipalities. This is the reason you will see him working for other towns. There are so few with this qualification that it apparently makes Scott a required commodity. Not just anyone can step into this type of job. Scott can enlighten us on this. This may be a good career choice for your children if they wish to pursue business administration. While I may not agree with Scott on all the issues we’ve talked about, such how “improvements” are assessed. His hands are tied. At least he maintains a presents in Town Hall and is accessible. The unfortunate part is the Brick government is too convoluted. People get angry and very frustrated because it is difficult to get what we think are simple answers or know which departments to contact when you have a problem.

I “Do” have a problem when I write letters to Mr. Mayor and others and they don’t give the courtesy of a call or reply, even if it is to say I can’t solve your issue.

I, too, have to give Scott Pezarras credit for answering everyone on here. He doesn't have to but I appreciate it. Even if we don't agree with everything he says, at least he's giving you an answer. He's even willing to back up his facts by referring you to the proper agency that handles your concern.
