Ritacco Sentencing Now Scheduled for September
Original sentencing was scheduled for July.
Awaiting punishment after pleading guilty to mail fraud and conspiracy, former Superintendent Michael Ritacco has a new sentencing date, now rescheduled for Sept. 14.
The sentencing of the former Toms River Regional superintendent was originally scheduled for July 12, before U.S. District Court Judge Joel A. Pisano in Trenton. But, in June, it was postponed.
Now Pisano is scheduled to sentence Ritacco at a 10 a.m. Sept. 14 in Trenton federal court. The new sentencing date was made Aug. 8, according to court documents. The Sept. 14 sentencing will be in Courtroom 1.
Ritacco pleaded guity April 5 to two of the 27 charges he was facing, and admitted his role in years of corruption at the school district, where as much as $2.5 million in bribes were allegedly passed between Ritacco, insurance brokers and intermediaries.
He pleaded guilty to mail fraud and conspiracy to impede the IRS. Ritacco could face 11 to 14 years jail time, according to sentencing guidelines.
As part of the plea Ritacco will forfeit $1 million dollars, his 2010 Mercedes e550, and $8,960 from his home found as part of an FBI raid.

Wow, I have to say what Ritaco did was criminal and he will go to jail for it and he should for sure as he is a felon. But, are the folks in Toms River that far removed from the real world? Madoff ran off with I think 50 BILLION dollars. In comparison like a grain of sand to the Ocean maybe?

It matters not the good Ritacco did as a superintendent. He used the power of his office to steal from every resident of Toms River. He has earned the incarceration he will get. He is a disgrace to his family, his profession and himself. May he enjoy a long healthy retirement---in Federal prison. There are no excuses for his actions. The 2.5 million he stole could have provided more materials, additional teachers or A LOT of tax relief to a community of nearly 100k residents. "just sayin' "

We had lots of tax relief? Way more then any other town that's for sure. Look i'm not saying that what he did was right in taking bribes. Justin - For all the "good" Ritacco did for the district, the results have not quite panned out. Of 322 high schools in NJ, Toms River East ranked 239, Toms River North ranked 222 and Toms River South ranked 269. Being at the bottom third when it comes to performance isn't a t-shirt I'd be printing up any time soon. BTW...the rankings were reported in NJ Monthly Magazine and compiled from Dept. of Education statistics.

By the way -- my school taxes have NEVER gone down in the 20+ years I've lived in this town, nor were they ever that "low", as you said. I was a huge believer in Ritacco. I think he did alot of great things for the kids and schools. HAD I known all along he was robbing us, that would have affected my support. Once it was proven he was a thief.. all my support was lost. IF you think its ok to rob as long as our taxes stay low and the schools do well, Just think about how good it could have been without him stealing? It should be a harsh sentence to teach other civil servants you cant rob the public and get away with it. Sad day*

I, too, praised all the "outside the box" things Ritacco did to raise revenue while keeping taxes down. Obviously there was much nepotism going on. I still think the BOE members that were his rubber stamp for decades should be probed. How could they let Federal Hill just renew year after year without looking for a comparable company? I have no government job, I grew up in Toms River and went to school in the district and I know the type of education i got, thanks to all Ritacco and his employees did for us students. Again, I do not agree with what he did at all. And i agree, he should be punished. I'm simply arguing the fact that you people are all so ruthless and clueless how much this will not hurt the district. I get it, we could have had more money for schooling, but NOW its going to be much much less then it was when he was taking bribes!

I agree, and I would have bet the bank Justin was related to someone who works in the TR schools. And he just confirmed it. Not all who work for the schools, defend him, but I know a lot that do. That sickens me. They are willing to look the other way, because he did so much. Please, I am so sick of hearing that. Justin, you go break the law like he did, and see if anyone defends you. They will lock you up and throw away the key, and that's what he deserves. He was living like a king, and parents were having to spend hundreds of dollars for supplies for their kids to go back to school. I don't have ANY sympathy for him. As someone who graduated the TR Schools- attending all 12 years, went to college to become a teacher, and student taught at HS East- I can tell you Ritacco is a piece of garbage how his favoritism runs the schools. I have no connections to anyone on the inside, and I did not even get called for interviews every year. (Yes, my degrees came from a public college in NJ, Yes, I got an A in student teaching, Yes I got my certificate of eligibility with advanced standing). Others with the exact same qualifications as me (or less) with family working as secretaries, teachers, or other jobs in the district got hired without even interviews. How is that fair?

Jill - To put all the blame on the school district, superintendent and BOE for the nepotism in hiring practices is still leaving out one more culprit. If such is the case in public education, I thought your union was conceived for the primary purpose of instituting fair hiring practices? Seems like you may want to seek a refund of your dues. So long as public education remains a monopoly, there will be many hands in the cookie jar. Bring on vouchers, charter schools and parental involvement on selecting the appropriate school for their children. A little competition for limited education dollars may be the shot in the arm that this bloated, unaccountable system requires.

No matter what "good" some people may think he did for the District it doesn't erase the "bad". He really left a black eye on the District that'll stay with them for a long time! I'm thinking his ego, greed and feeling of being untouchable was his downfall. The sad part is the corruption in the TR Schools/Government will just continue as usual. It's amazing how folks think they can beat the system and they're smarter than the guy that got caught.
The Bottom Line - No one wins! and I wonder if Mr. Ritacco feels it was worth what he's facing now.

The only people more concerned about the outcome of this coming election are the people Mike Ritacco can talk about if the GOP loses the Presidency. One or two more postponements and Mike may never see the inside of a federal prison, at least as a convicted felon. After the November election, the GOP’s new appointment as Attorney General of the United States will continue to flaunt the law as he has for the past three years and find a flaw in Ritacco’s case that will put it on the back burner until the people lose sight of it, as they always do. Business as usual in Ocean County, without a doubt. WTG George. Your necessary all or nothing investment has had a remarkable rate of return already, but it may soon turn out to be an overwhelming bonanza. The effort to get out the vote this November in Ocean County will be second to none, for sure.

The 2.5 million was in Bribes not what he really took from the school system, how much was taken we'll really never know, but the BOE and him have been doing things that were illegal since the mid 90's so figure it out, there are people getting pensions that didn't earn them, over $2000 a month for lunches for the BOE charged off to the 1144 cafe, $50,000 a year in sick day payouts, cars, clothing allowance, tax free annuities that to this day the administration people still get. Slave labor at TR FEST, no cash registers, no receipts, $25,000 they gave to the town in one of their partnerships, $25,000 paid to Gartland for a policy we didn't have, flim flam land deals, intimidation of employees on how to vote, the list goes on and on, Really was he really worth it.

I would hazard to guess that the 2.5 million was factored into the district's premium payments. I doubt highly that Gartland went into his own personal stash of cash to grease Ritacco's palms. Let's face it...the taxpayer was absolutely impacted in this little scheme.

At the heart of the matter many people were hurt by Mikes actions. His friends, family and co-workers. He was a great guy with great ideas who helped this school system in many ways. But somewhere along the line he fell to the greed that is in all of us. It is not unusual for someone at the top to fall and here it did happen. Many of us can resist the temptations of greed and keep our life streaight. Many simply cannot. Mike will pay for his actions and so will the others he names along the way. Many already have and some will never be known. They will be afraid for the rest of their lives that someone will find out and they will be the subject of this criminal process. People are righ that all the good deeds are lost with the flush of his very stupid actions.

"Plane" old teacher? "Then" it was? Maybe you think you had a good education, but I think that should be "plain" and "than". Unless you knew someone, the jobs in TR schools were nonexistent. PTA's had to hold book fairs to get updated school books and other "luxuries" which weren't in the budget. An overhaul of the system is long-overdue.

Again...some of the "wonderful" things Ritacco did for TR schools:
--Out-dated computers that take 5-10 minutes to load up, and denying access to load proper programs on them.
-- Leaking roofs for years...kids walking the halls during any amount of rain with garbage cans collecting the rain water.
--An infestation of mice and roaches--visit a school for any length of time and you will see that.
--A total refusal to get something as simple as LCD projectors for the classrooms and allowing teachers to us 20 year old overhead prjectors, masking that as "technology."
--Science books 15-20 years out of date, just recently replaced after years of arguing. Same with math, english, and history books.
--20 years of hiring coaches for teaching positions and friends and family for positions.

At a low cost per student by state average, Ritacco balanced his "zero percent increase" school budgets, on the backs of the teachers. Not saying anything bad about our teachers, but Ritacco was in charge and our school rankings decreased as was stated by Donna above. And through all those years of imperialistic control, how much did he, could he, have stolen from our children and denied our teachers? Very sad!...for his family and for Toms River's reputation. Am amazed how some still defend him. Lets not forget the Camp Alboconda deal / sham! Purchased by Sand Castle LLC ( good friend local attorney up on charges for tax evasion.... won't mention his name) purchased from a very prominent TR family for I think 2.2 mil and was to be sold to the TR schools and purchased by MJR and his BOE for was it 7.2 million. So whats a cool 5 million profit between friends? So lucky that one got stopped! He sure does belong in jail for the maximum...along with the you know who, plural.

Mr ? - I think you missed my point. There is no "quality" in our public education. When nearly 80% of NJ community college Freshmen require remedial coursework, can we agree that grade and high schools are not doing their jobs? Whether budgets are managed on the "backs of teachers" or on the backs of the taxpayers unless we understand that we are not getting a return on our investment, we will continue to have our children's futures circle the drain. We must make education a priority. Dumbing down an entire generation with "feel good" programs at the expense of the basic tools children need to succeed in life is unconscionable. Paying teachers more, hiring one more administrator or constructing one more ball field will not improve math and reading skills. A national commitment to learning does not exist. We're more concerned with hurting a child's feelings than preparing them for the real world as adults. This holds true for their parents as well. We must change our culture and implement the notion of consequences. Help those students with learning difficulties, but do not do it at the expense of those students capable of high achievement. We insist upon equal opportunity. However, that does not translate into equal outcomes.

You are correct. The fact of the matter is that while school superintendents and coordinators continue to give themselves big salary increments the districts scrimp on the salaries of teachers refusing to hire any above entry level. This cheats experienced teaching candidates from equal job opportunity and more importantly cheats students from the expertise of seasoned professionals. I would say it takes a decade to learn how to teach and while entry level people deserve a chance so do people with experience coming from other school districts. I drafted a detailed letter about unfair hiring practices to Governor Christie but he has not answered it. Can you imagine just ignoring a two page letter(?) These School boards think they are the king of the hill. Apparently our governor is too busy to draft an answer to an email letter. I will try again if he still doesn't answer I am going to the APP to see if they will publish the letter. It just basically lets him know the state is rampant with unfair hiring practices thanks to the likes of cronies like Ritacco, but not limited to him.

KC - I agree that the best candidates are not getting hired for a whole host of reasons. I, however, have to say that the teachers' union does its members no favor in protecting bad (and in some cases, horrific) teachers from being appropriately fired. The "good" teachers will always be pulled down by their incompetent colleagues and I think it's time for those qualified educators to step up to the plate and DEMAND from their union that the bad apples go. I think that would do a world of good in bringing back confidence to the taxpayer who continues to fund what we can all agree is a broken system. Ritacco is simply part of the issue. The problems are significantly deeper than one greedy and corrupt administrator.

Sorry Suzanne, Ritacco is not gone. He continues on through incumbent BOE members ...the Ritacco six as they are called... and through HIS past administration and professionals still in place. So many of his constituents remain. The patronage, the nepotism, the conflicts still exist...business almost as usual

I kind of agree with Justin and understand what he is saying. Before this scum bag got caught many Toms River citizens thought he was such a great guy. Typical human response though is once he was caught everyone turned on him and the mud started slinging. Also, for those of you complaining about the corruption I dare you to go into any other municipality and not find corruption. Are you all really that naive to believe it only happens here? If he was never caught many of you would continue to praise him for what he did for the district. Nepotism and corruption will be around forever. If you don't like it get better friends so you can get the better job. Like Suzanne said. Move on. He will get his.

I been saying the same,, since after he was principle at walnut street school ( and I or any of my family does not work for toms river schools)ASk the employees when he did his summer carnivals he was not a nice guy . He would get pay backs if you didnt see or do it his way..

While I understand our educational system no longer teaches and only indoctrinates through influence and agenda, our students seem to only retain or learn and no longer think. Those NJ Monthly statistics of the TR Regional Schools are the result of Socio economic factors, morality and principles and logic and common sense of practical learning...blah, ",", AND Ritacco! Again, with so many quality teachers, how many more qualified may have been passed up for hire?.....................

Mr. ? - I absolutely agree that Ritacco needs to be significantly punished, but I almost get the sense from some of the posts that he did "good" things for our schools with little concept of what those "good" things are. My concern is that there are a lot of parents who feel that a new sports field constitutes quality education. Folks who think that TR schools are the cream of the crop when it comes to academics are fooling themselves and worse still, their children. I have lived in this town for 30 years. I have raised my children here. TR offers a lovely quality of life. Our schools, however, need improvement. For all the administrators and taxpayer $ poured into this system, we should expect incredible outcomes, high graduation rates and college readiness for graduating seniors. We "ain't" getting it.
