Members of New Jersey's General Assembly toured Ocean County communities devastated by Superstorm Sandy Thursday.

The tour, led by State Police Superintendent Col. Rick Fuentes, along with local officials, gave lawmakers and members of the press an up-close look at what Sandy left behind – including the remnants of the Seaside Heights boardwalk and the now-iconic Jet Star roller coaster, which dropped from Casino Pier to the ocean during the storm.

Casino Pier will be repaired in what is estimated to be a $45 million project, Seaside Heights Police Chief Thomas Boyd said, and the roller coaster will be removed from the ocean floor.

Funtown Pier in nearby Seaside Park, is in the preliminary stages of assessing the damage with its insurance company, owner Bill Major said in an e-mail.

"Funtown Pier would love nothing more to rebuild and operate the Funtown Pier that has been the tradition of our community for many decades," said Major. "In the next few weeks we will have a better time line and more detail of the future on Funtown."

Though there was talk of allowing the roller coaster to stay in the water as a tourist attraction, those plans have been abandoned. The first step in removing the roller coaster – and ensuring what remains of Casino Pier is stable – is having divers inspect the area, which should happen soon, said Boyd.

In Seaside Heights, much of the boardwalk debris has been cleared, and crews are already preparing the area for a new boardwalk to be constructed.

"We'll rebuild the boardwalk, all the debris will be cleaned up," said Boyd.

Boyd estimated it will be another month, or longer, before residents can repopulate Seaside Heights on a permanent basis.

Just north of Seaside Heights, the Ortley Beach section of Toms River Township was dealing with its own storm woes.

"This is the area that most people say was Ground Zero for Hurricane Sandy," said Toms River Police Chief Michael Mastronardy.

The popular, oceanfront night spot Joey Harrison's Surf Club was literally ripped to shreds, along with adjacent houses. About 300 dump trucks filled with sand are shoring up the area's dunes each day.

Mastronardy said cleanup also continues on the bay side of Ortley Beach.

Progress was also continuing in Mantoloking, where a breach formed a new inlet near Herbert Street. Crews were in the process of laying new natural gas lines and building what will eventually be a restored Route 35 north.

The legislators also got an up-close look at the devastated Camp Osborn neighborhood in Brick, where about 60 homes burned to the ground during Sandy, presumably due to natural gas fires.

Great. Let the 45 million buy some families and normal people and keep the lowlifes out. Perhaps a check point like they have now on the route 37 bridge, letting families in and stopping the dirtbags and turning them back up the parkway. Heck if we can pay 2 state police, 1 toms river, 1 lavallette, 1 brick, 2 berkeley cops there, certainly just have 1 policeman there would be a bargain, Let is start Memorial Day.

That's not exactly true Ken. Race riots in 1970 drove people away. The town fell into a state of disarray. In return, property values plummeted. The city government "redevelopment plan" did nothing...remember the 12 story eyesore? 1991 - 2006. It took innovate entrepreneurs to resuscitate Asbury. It's on it's way back, albeit slowly.

@Barb, yes sorry for not being specific (I wrote that in the morning haha). What I was referencing was after the race riots the attempt to make Asbury more "Family Friendly" by making it exclusive to families and trying to hide the nightlife such as the LGBT activities. Combined with failed Condos "re-developments" it led Asbury into a downfall which all know of. Yes, it's very beautiful now, and the crowds are back, and people are nice. But if we let families in and stop the others, as much as i dislike "Bennies", they do keep the economy moving.

Dirtbags tend to be the ones hanging out on the porch drinking malt liquor and dealing crack. They fail to keep up their property, and the police are frequently called to their homes for domestic violence disputes.

And what the hell is a "LGBT activity"? Do they not eat the same food or enjoy the same concerts and summer activities as straights? Oh, you must be referring to "pridefest". Well, nobody wants to watch grown men wearing BVD's, angels wings, and a tiara parading through town. This is ridiculous....

Seems to me the "scum" is what descends upon us during the summer. "Scum" are the trash that the "Jersey Shore" program draws to the area. "Scum" is what pours out of the bars in Seaside. I'll take the section 8 bunch over the North Jersey summer trash anyday.

I have undertood that the owner of Funtown Pier has wanted to sell for years to a developer but couldn't. This may be his out. With Casino Pier owned by the family that owns Jenkinsons, they may have different views about redevelopment.

Brick mom, my family always preferred Funtown because they didn't try to nickel and dime you like the Jenkinson's-owned properties do. You could get a soda, hot dog, or pretzel at Funtown for a buck each. My kids liked the rides and the workers were usually pretty good with the kids. It'll definitely be missed if they don't rebuild.

Daniel, Could you possibly forward the below link to Mr. Major and Funtown Pier? http://tinyurl.com/HCB-Boardwalk We have been working on the design for a new Sandy-proof boardwalk structure to replace Ocean City's boardwalk when the time comes but engineering is applicable to a pier like Funtown's as well.

Seaside Park is the only decent area of the borough. Even when I was a kid in the 70s, Seaside Heights had reputation. We were allowed to run all over the boardwalk in the Park, but not the heights. Even when I got my first job .... I was allowed to work near Funtown but not Casino Pier,.

Long Branch did a nice job with their pier. Maybe this is what the Funtown owners have in mind ... more of an upscale beach-club atmosphere. Let the bar crowd and cheesy T-shirt shops and rides stay up at Casino. Seaside Park will have a different image. Just my thoughts.

Lucie47, it is the ignorant people like you that give Seaside Heights such a "bad reputation." First off, The Borough of Seaside Park and the Borough of Seaside Heights are two separate municipalities, they are not decent and indecent "areas" of the same borough. Second, during the 60's and 70's, Seaside Heights was at the height of its GOOD reputation as the number one place for family fun along the Jersey Shore. Perhaps you weren't allowed to run all over the boardwalk in the Heights because you were 10 years old and it was filled with literally thousands of people; whereas in the Park there are virtually no businesses and a considerably less amount of people. As for where you were allowed to work, I think your snobby parents were just as ignorant as you are (thus where you get it from). Because no matter where you are, the boardwald is still the boardwalk; there are just as many bars and "cheesy T-shirt shops" near the Fun Town Pier as there are near the Casino, and there were less if not none back then.

Dan, thank you for the pictures. It would seem that after a month, they wouldn't be so upsetting anymore, but that just isn't the case. They remind us that a sense of community and neighbor helping neighbor is so important. And what a perfect day to be at the beach!

I have said it once and i will say it again. Now is the pefect time to make seaside a great town again. All the trash is gone for a month now. They all went somewhere. Some will say they are walking the streets of toms river and surrounding area towns just waiting to go back over the bridge. I say that is B.S. There is a great opportunity for them but i doubt it will happen. Go on youtube and look up seaside Heights in the seventies and even the sixties wow what a great place it was when we were kids. And really the only thing that changed was the element of the people that now infest this beautiful beach town. These towns are still nice towns and will remain nice after the clean up. point , bayhead, mantoloking,normandy,chadwick,ocean beach123,lavalette,ortley, ssp and sssp. If they could clean up seaside heights i cant think of a better stretch of shore anywhere in the country or maybe the world.

I was born and raised in Seaside Ht.'s & Park. until 1964, when my family moved to Pine Beach and then bought a home that my mom still lives in in Bayville (NJ). My grandparents on "one side" had 2 stands & the Restaraunt at the Municipal Parking lot in Seaside Park. My grandparents on the "other side" had Cap Colvin's in the Park. I have an uncle that owned and operated the Strand Skilo and other concessions in Funtown. I moved from the "shore" in 1979, and each time I revisit I have noticed that the town has commercialized more and more to appeal to "nightlife", instead of family recreation . This past May I revisited for 2 weeks and found the whole "Spring Break" (High School) week that the town(s) promoted to be absolutely disgusting. I feel that the blame lies with the Mayoral Office(s) and the Town(s) Council(s) for this shame. It reminded me of the Jimmy Stewart movie (It's A Wonderful Life), wherin Clarance the Angel shows Jimmy Stewart what his town would be like if he committed suicide. The town(Park & Heights) had reaped what it sowed in pursuit of the dollar, what a shame and moral travesty. I pray for a renewing af the town not only materially but spiritually as well!

People come that are drawn there by what is being sold... Bars, booze, and boardwalk trash. Set a new standard and it will be met. Put some restraints on the bars and night clubs.

This day I left a rather lenthy reply re:rebuilding the Boardwalk.I must also note that another reader replied that they saw a video (Promo Film, from Seaside Hts.) made during the 70's, that showed a much more "family oriented" tourist industry being promoted. Coinincidently just last night I found a video form the 60's (which the reader mentioned in passing) which if you view will demonstrate that this was what appealed to the tourists that came here then.and to the Towns) Leaders. It's very nostalgiac and you can find it on youtube- it's titled:Seaside Heights Sun-N-Fun 1960's Promotional Film NJ USA . The video lasts 16.5 minutes, and it will really bring back fond memories, especially if you were a "local" as I was during these times. God Bless those that have lost homes and livelyhoods due to Sandy, my prayers go out to them.

This is not the 60-70s anymore. Keep in mind alot of the 'Jersey Shore" helped people get jobs and boost the economy in Ocean County. I do agree that in the off season they should not rent out to "Section 8" or welfare but thats determined by the goverment so take it up with them.

This is private property let us not forget and not an essential government structure. Translation, not my problem.

Seaside and most the shore should have high rise condos as do other states which would be safer, offer more accommodations, and actually bring more people in. Seaside rejected this because of the boardwalk with the thought being long term residents would not use the boardwalk and it's stands. Only people who come and go weekly or daily will spend money on it.

We need to restrict building to bring in better structures and people as well as radiate wealth to the mainland towns as a result.

I am not from jersey but spent several days last summer in SSH. Even though I had never seen the show JS I was a bit concerned about what to expect ESP some comments I read about the lowlifes. We went because we could get oceanfront rooms for under $100. We thoroughly enjoyed our visit and found the young people to be friendly & helpful. I now live in VA but grew up on PA & spent many a summer in south jersey ( OC &avalon). Be careful what you wish for. I found SSH & Wildwood the summer before OLD SCHOOL & unchanged by time & corporate influence . Spend a weekend in VA beach where rooms mostly main hotel chains start at 200 a night with a concrete "boardwalk" . That keeps out the lowlife but the flavor of your vintage non corporate BW could be lost forever. PLEASE don't let the chains ( or trump) in your sweet little town. Find a better way to discourage the scumbags without bowing to letting the mighty dollar fix your ills.

SSHs was a mess. There is a lot of reasons for its demise. Sandy is not one of them. The stereo-type Jersey Shore croud, dumped section 8 housing has been the real storm. A new inlet is needed in the north end of the Bay, but that has been filled in. Unfortunately, not much will improve in SSHs, but the cost of insurance will go up. At least SSP was spared, and still remains the jewell of the area....

5 years ago the Nightlife and Day life was perfectly balanced. After the show started people thought they could do whatever they pleased. While i thought the idiots walking around embarrassing themselves was quite humorous. It got out of hands several times, like when that fights broke out in 2011.

If you dont like the so called undesirable then blame the greedy property owners. They are not forced to rent their property to section 8. So keep pointing your finger at the section 8 people while your buddy laughs at you every month when he receives those rent payments from the State

I do understand what some people on here are saying about section 8 people but there are always exceptions to the rule i have been on section 8 for over 3 years i have lived in the same place the whol 3 years and pay my rent atleast 2 weeks in advance now i am a widow with 6 children and 3 still reside with me. I go to work everyday i do take pride on the way i live my house is clean and neat inside as well as out i dont get a free ride from the state but I do receive help I pay over half of my rent on my own I do agree their are people who are low life's and want to live off the system and don't take pride in there own appearance how are they able to show pride on where and how they live I am a strong believer that this was gods way of cleaning up seaside and everything that was taking place in a great town

Hooks did survive, but with lots of flood damage. From the sounds of it the owner is already reparing and hoping to open soon. Except for IBSP, the other places... don't know... don't care.

Agreed. I lived right across the bay in Silverton, down the very end of Silver Bay Rd. Lots of damage to the bayfront houses from what must have been the waves crashing into them, lots of flood damage at least half a mile up Silver Bay Rd.

It looked like a warzone the first day I made it down to see what was left of my house. It's unlivable, but it's there, and may or may not be able to be fixed up.

These pictures, though, are something completely different (which is what I was getting at, please don't take it as wallowing in self-pity). It's a wonder that there were so few deaths.

Common Sense, I too live in Silverton, and just biking down the streets that are on the water is depressing. Hard, dried, caked-on mud all over everything. And the smell of mold eminating into the streets. Furnishings and appliances line the streets. While there wasn't the destruction that was done by the waves, as in Ortley, it is not any less of a buden for those homewoners to deal with. So my heart goes out to you. And the fact that you are not wallowing in the self-pity goes to show you have the right attitude. God Bless.

I personally love the outrageous fun in seaside, yes there is a lot of low life, thugs, gangs and that I would love to see go, but seaside has a pulse, it breathes, Best people watching in the world!! Oh the great weridos that come to the boardwalk, the young obese things shoved in clothes 10 sizes too small, gotta love it!! !! I don't want to see it turned into this lilly white town either, how boring would that be, might as well be Bay Head!! uggggggg it's just plain FUN!! Great atmosphere, so Jersey, the smells of the, sausage & peppers, pizza, the fried everything!! Steaks Unlimited, OMG mouth watering!!! Please, Please let that come back. I can't wait to move back into Ortley get on my probably more rusty than ever bike, and just take in the sights of Seaside again!! Yes clean up seaside but not too much, leave just enough of the sleeze LOL!!!

I enjoy Seaside too. On the Boardwalk by 8 out by 10:30 ish, usually nice family crowd and much more enjoyable than some other no fun zones in Ocean County.

I do too. Like you said about 10:30 the family crowd leaves. I don't mind fun for all ages but it has grown out of control. I would not want it to turn into BAY Head, it would be boring. All though I would like to clean it up a bit. Get rid of the disgusting pre graduation parties and out of control bar scenes that end up in the hotels and houses that grew beyond sleaze. Pretty bad when kids from other towns that has their share of problems in their own towns realize this is out of control and asking their parents to pick them up. Put in more upscale restaurants and bars mixed up with the usual boardwalk fun. More will come and lots of money to be made. Seaside will hit the jackpot.

Our whole lives, just ripped to shreds. Seaside, a world of memories, gone. Toms River, devastated. These pictures are heartbreaking. Thank goodness we have our memories and people are strong and will rebuild. Even The Surf Club--anyone remember Teen Night in the 90's..was affected. This is just unimaginable. God Bless The Jersey Shore. I am so sorry.

You are kidding right? You can't honestly believe the A/C unit on the roof had anything to do with the damage...do you? If you notice in the picture....the structural wall is GONE. That is why the roof is tilted, not because of a A/C unit.

From my understanding of an article I read a few years back, Seaside was forced to accept a percentage of section 8 people due to some legislation written by some politician who owned a home on LBI. Of course the percentage that LBI had to take was nil. They have been trying to reduce the number over the years, but maybe the motel owners got used to the money.

You can't demand that SSH, SSP and other barrier island towns refuse section 8 people until those who live on the mainland- TR, Brick, Bayville, Pine Beach, etc allow low income communities or multi-dwelling housing to be built. But it always comes down to everyone screaming "NIMBY"... because of course, if you're not making 50k+ a year and a home owner in Ocean County, you're automatically assumed to be a low-life, druggie loser and a criminal.
Gee, who says there's no 'class warfare' in the US? It's alive and well everywhere.

Oh and by the way... have you all SEEN the apartments and tiny bungalows that section 8 people are so "lucky" to get to rent in SSH and other areas on the island?
They are D.U.M.P.S. Nearly all are dirty, old, not insulated, never updated, very small, shabby, crappy dumps.
The real shame is that Section 8 pays good money ($800-1000 a month) for these sh*tholes that their clients have no choice about living in. Yeah, those lucky section 8 folks got the life alright....and we all pay for the slumlords to collect all that money.

Just playin' devil's advocate here BUT...why do you want year-round section 8 housing in an area not serviced by mass transit and far from welfare services? Wasn't one of the biggest problems with some of the low income SSH evacuees was that they had no transportation, no family, and nowhere to go? Why not leave section 8 in urban areas where welfare services (and transportation to them) are more readily available?

Yes, Sec. 8 units are almost always dumps. But don't think most who live in these units are complaining. Sec. 8 is the grand prize for those on welfare. To get Sec. 8 they have to be eligible for TANF, GA or SSI. Then they get food stamps which makes them eligible for a free phone. Help with energy costs. If they work off the books or if their boyfriend "visits" they can be very content. If they can keep people like Obama in office life will be "fair".

That is All absolutely UNTRUE. I have a family member who was on section 8 for a few years. They HAD to work, and 1/3 of their income went towards the rent. They have to requalify every year. If their income went up, their share of the rent goes up exactly the same percentage. (Nearly impossible to ever dig themselves out or get ahead by a few bucks every month).
They did NOT collect welfare, food stamps or even SSI or disability. EVER. They did not qualify because they were a family of 4 living on (less than) 22,000 a year. Section 8 * rarely * pays 100% of the rent. One would need to be over 62-65, and/or disabled. And even then they might not pay 100% depending on what one collects from being disabled and if the person is single or part of a family that has others working.

I'd advise you to use caution when sterotyping "section 8" people. Maybe you haven't noticed, but the "Great Recession" has made "section 8" people out of many upstanding, decent people who lost their jobs and ultimately their homes. Go to a food pantry and don't be shocked if you find your neighbors or family members on line there. As far as your blanket statements about welfare and food stamps, have you any idea how DIFFICULT it is to qualify for that sort of help? You have to have NOTHING. My daughter is developementally disabled. She has the intellect of a four year old and cannot speak. She lives in a group home and works two .... TWO .... jobs ( ground maintenance and food preparation. ) Half of her income goes back to the state. The rest is divided between household needs and personal needs. Guess what? There is no free ride.

After reading all the comments I find it striking that there is not one comment questioning IF a new pier should be rebuilt or development allowed so close to the water at all. Shouldn't this be an opportunity to rebuild smartly with an eye out for future storms and disasters that are sure to happen again? Seems most are just worried about letting people in that don't look like themselves. I can't be the only one a little troubled by all the calls to keep the "dirtbags" or "lowlifes" out with checkpoints. I can think of few things more disturbing then to find that I live in a country where a cop will stop me and shine a light into my car to make some shallow observation based on looks if I seem like the "right" kind of person to be allowed in a PUBLIC place.

The eligibility manual for social entitlements is inches thick. I can't get it all in a few sentences. A person or family could qualify for some programs but not others. Some have stricter eligibility requirements. A family could qualify for Sec.8 but make too much to receive TANF or GA. But if they have no income and qualify for say TANF then they will meet the financial eligibility requirements for Sec.8. There's a formula for how much they have to contribute for their share of Sec. 8 or rental assistance which is a completely different program that pays most of a client's rent. Many factors can change the proportion they have to pay. I've had many clients on welfare and Sec. 8 for years. Some had to contribute only a few dollars a month but still managed to blow it and get evicted for non payment. Even with unreported income.
Perhaps your relative was honest and used the program as it was intended. Too many do not.
Enough. This article is about rebuilding the shore. Obama won. Entitlements for all!

You tell 'em that * you don't need no stinking entitlements.*

Nice to know you hold your "clients" in such high regard and care about their best interests. Seems to me you make your living servicing the very people you disdain.

Well Lucie, I suggest you call up your local Senator and Representative about that since FEMA is really only helping those who didn't have the foresight to purchase flood insurance. They returned my phone calls and politely informed me that since I had flood insurance, they wouldn't be helping and I should file an insurance claim.

In life, there are people who have bad luck, and there are people who make poor life choices. Perhaps you should focus on some of the leeches in the latter category and not harp on those trying to recover from the former.

I'm heartbroken to hear that. It was a ritual for me to stop there early in the morning on the way to the beach. The people there were always so nice. I hope they pull out of this okay and are able to rebuild if not there then somewhere else.

most of us spent our childhoods on seaside/ other beaches in new jersey, they will eventually be rebuilt. I just love how everyones getting so cocky and anxious about it talking about scum on seaside and how much nj's gonna pay/ insurance companies...we may have lost some memories ...but ALOT of people have lost homes and things you can't replace. They'll figure out what theyre rebuilding, and what not but they should worry about the people who've lost almost everything first. Everyone just needs to be patient, the hurricane was like two friggen months ago why dont you give it a year or two and then start bitching ??? LOL and btw no one even went to seaside anymore bc of the jerseyshore cast and how scummy it was, and guidos, not to mention everyone called it sleezside and it turned into tourist land / the prices of everything got jacked up after it got big. LBI all the way !
