More Brick Council Members Accepting Taxpayer-Funded Health Benefits in 2013
Fozman, Moore join others who accept benefits package
Two additional members of the Brick Township Council will receive taxpayer-funded health benefits in 2013, Brick Patch has confirmed.
Council members Jim Fozman and Bob Moore, both entering their second year serving on the council, have notified the township’s administration that they will participate in Brick’s employee health insurance plan this year, an Open Public Records Act request filed by Brick Patch showed.
Neither of the two council members, both Democrats, took benefits in 2012. Both said in the midst of the 2011 council campaign that they would not accept benefits if they came to be elected.
“My circumstances in life have changed,” said Fozman, who declined to elaborate on what those circumstances were. “I didn't take them for the first year, so the town did have a savings on that.”
Moore said the company he works for was cutting expenses, and the township’s plan was best for both his family and his employer.
“The company I work for is not a big company. It's a small mom and pop shop,” said Moore. “They were looking to cut back on anything we could cut back on.”
Moore said he is still committed to saving the township money, however his responsibilities as a council member caused him to have to sacrifice overtime pay, amounting to a cut in his professional salary.
“The most important thing I have to look out for is my two kids,” he said.
During the 2011 election cycle, Fozman and Moore were elected with two other Democrats, John Ducey and Susan Lydecker, ending several years of Republican control of the governing body.
Fozman, Moore and Lydecker said in a candidates’ questionnaire from Brick Patch they would not accept benefits. Ducey incorrectly stated that he would not be eligible for benefits, but accepted the benefits once he joined the council.
Of the remaining council members, only Republican Dan Toth receives the benefits package.
Lydecker, along with Republicans Domenick Brando and Joseph Sangiovanni, does not participate in the benefits plan.
Township documents show Ducey, Moore and Toth accept family health coverage, while Fozman accepts husband and wife coverage. The cost of the plans vary, township officials have said, but range from approximately $9,000 for single coverage to $25,800 for family coverage.
Brick Township council members are eligible for taxpayer-funded benefits because Brick is self-insured and does not participate in the state’s health care program. Under the state program, council members who took office after reform measures were passed in 2010 are no longer eligible to receive benefits.
In the case of Brick’s self-insurance policy, the council would have to pass an ordinance restricting its own members’ eligibility to participate in order to disallow the acceptance of benefits.
Mayor Stephen C. Acropolis, who does not accept township health benefits, called on council members to give up their benefits early in 2012. The council never acted on his proposal.

This is a factually correct statement. But, I believe Mr. Sangiovanni does actually receive benefits paid for by the Brick TAXPAYER through his job with the Brick BOE. Dan, is he also receiving a stipend from Brick Township for NOT accepting benefits?
And, what about Mr. Brando and Ms. Lydecker?

If I am not mistaken Brandos gym went belly up, that is when he started Brick little League that supposedly he has nothing to do with because being on the council is a conflict of interest. Has anyone seen any flying pigs lately?

I am puzziled by Moore’s statement “Moore said he is still committed to saving the township money, however his responsibilities as a council member caused him to have to sacrifice overtime pay, amounting to a cut in his professional salary.” What does this man do that is legal to make OT that would cover the $25,800 that the town will pay for his family Bennies? That’s $2,150 a month that’s a lot of OT!
And as for Fozman we know what happened there Vera told him that he was going to take the bennies!

Tom no Acropolis gets benefits under his wife benefits from the Brick BOE.

Brando is a former police officer retired on a disability pension he receives from the Police and Firemen's Retirement System (PFRS) for injuries received while on duty after a relatively brief employment as a Hackensack police officer. I don't believe he his eligible for benefits without stopping those benefits he already gets from PFRS.

Whether Dems or Repubs, I would not begrudge any elected official from receiving taxpayer funded healthcare benefits. They are people too and have families, and sometimes they have a thankless job. I do draw the line at making it a "vote for me" point. To our elected officials - Take the benefits if you need them, but pay as all other township employees do. Finally, please do not brag if you do not.
To everyone else - Just remind our elected officials not to make silly election comments or promises when we the people vote for them again. Yes, we will vote for them again, its what we do.

I question why Brick is not in the State Health Benefits system, when many towns and even urban cities that left the State returned, rather than continuing to self insure, when they realized they could experience savings to their taxpayers. There's a savings right there for us taxpayers, but they want their bennies....

Jerry - Brick cannot be in the state health plan because the current union contracts in place provide for benefits beyond what that plan offers. The collective bargaining agreement would have to be renegotiated in order for Brick to be able to participate in the state plan.

Are you surprised? They have done nothing that they campaigned on, any action they took on their own had to be reversed because they screwed up "(no bathroom at Traders Cove because they didnt properly research what they were doing) and any savings or good decision they made was by implementing the items that were already in the works from the prior council members.

I was hopeful that they (Fozman, Moore, and whomever made a promise in the election...) would have integrity and stick to their promises. Since they showed that inexperienced individuals can beat the party machine once by getting elected over Republican opponents, I sincerely hope that someone else is encouraged to run that sticks to their promises (Dem. or Rep.) and I will vote these lying incumbents out of office.
Thanks Dan, for exposing this travesty. What a shame you had to go and file an Open Public Records Act request to get the info.
I will vote against Jim "declined to elaborate" Fozman and Bob "I miss overtime money" Moore as soon as I can for deceiving the taxpayers in this town and committing the same old, same old when they were taken at their words and broke their promise.

I'am confused.... my taxes are paying for someone family health package while I cant even add my children to mine( well I can for addl. 250$ a week) & I have a good Idea their salary is much higher then mine. NOT to mention all the people that are getting state health care( better then my coverage) that Iam also paying for...Sounds to me I should get divorced ( I have 3 kids) & just have my "boyfriend" live with me... ( since I don't know anyone that works for the township) I'd be better off... Free lunch everyday for my kids, free health care, food stamps etc... it pays to be sinful I guess...

I think that the town offices should have a taste of reality & have the same treatment as the public sector. NO raises in 4 years, high insurance prem.( with less coverage) Work no more then 40 ( bcz no over time allowed) & since 3 people where laid off, not only do your job, but the job of 3 other people & OH if you don't like it or complain, there's the door bcz 400 people are waiting to take your job that are unemployed ...

A change in law has occurred. Chapter 2 P.L. 2010, New Jersey State Law, no longer affords health benefits to newly elected officials. I would be a newly elected official.

Why are we paying benefits for a part time elected official anyway???? On top of that, since we are foolishly paying benefits for our part time elected officials, what in God's name are we doing paying for a family policy at a rate of $25,000+ per year??? I get benefits for my son and myself thru a small family biz and we have upped the deductible and co-pay in order to provide a policy but to keep it a somewhat more affordable policy to the company - very difficult these days. Why do we not at least cap what our part time elected officials can get on the taxpayers back? The real world conditions demand that we, at the very least, cap the cost to the taxpayer. At the end of the day it is more proof that those involved in government, at all levels, are increasingly isolated from their constituency and their constituency's needs.

I do understand that being a council person or any other so called part time elected official is in most cases not part time at all, and in some cases another job and a half, I am not completely against there being some perks to these position such as health care for the official not the whole family. But when you campaign and pledge not to take the bennies than you are nothing but a dirt bag and a liar! RE-CALL!

Maybe it's just me, did everyone really base their vote on whether or not they were taking advantage of the benefit package offered??? I know if I was offered health coverage for family I would take it. And I am positive you would too! Circumstances do and are changing for everyone in past few years. Can someone tell me how much taxes has been paid by each council person who also own homes in Brick. How long has each council person resided in Brick. I am sure someone here has the time to research for me. Thanks in advance

Acropolis receives 5000 from Brick and 5000 from TR to not take benefits. He uses his wife's benefits from the Brick BOE
Sangiovanni takes the 5000 not to take benefits because he gets them through the Brick BOE (FYI his BOE salary is being garnished by the state because he owes 29,000 in back taxes)
Brando takes the 5000 because he gets benefits from the state because he is a permantely disabled former cop, yet can hold a full time job at the MUA and run the Brick little league.
Toth takes benefits, even though his wife is offered benefits from where she works (FYI Toth has a 300k plus judgement against him and his import export business)
Yes they did say they wouldnt take them, but situations DO and WILL change. Neither party is worth a damn in this town the R's are just as Corrupt as the D's. They ALL lie,and scam the taxpayers..

I never heard or saw in the press that ether Acropolis or Sangiovanni pledge before any election not to take medical benefits from their elected positions in town, and the point of brining their medical bennies ether from their spouse or as part of their regular job is irrelevant to this article or blog. As well as the bennies that Brando takes it’s part of their jobs and the labor contracts being followed by their employer. As for Danny he is just a greedy parasite 300K judgement WOW that's a good start!

The council positions are not primary sources of income to the members. Wives and families are not elected or appointed officials. Health insurance benefits paid by the taxpayers is not warranted in the first place, but if it's to continue, then exclude wives and families. This has become an "entitlement" and needs to be eliminated. After election, they soon find out that there are perks to holding political positions and idealistic reasons to serve the public become self-serving and "what's in it for me!" If such benefits are to be extended, the elected / appointed officials should be responsible for paying a share (50%) and coverage should be for the official only --- not their wives and families. Additional coverage should be paid using income from their full-time jobs and not the responsibility of the taxpayer. Include this issue on the next ballot as a referendum and see how the residents really feel about footing the bill for "entitlements".

The medical perks were put in place before JS’s administration, and I have to repeat my self to be an effective council person in a town as large as Brick most times its more than a full time job, and I know they should know this before the decide to run for office. But I have to say would we be better with a council that is truly part time (a couple of hrs. a week) do little (and I know it seems like nothing gets done for our benefit) other than march in parades and hand out diplomas at graduation?
But these people lied to us and will be held accountable!

If I have to live with no health care because my employer (a major corporation) doesn't want to provide them. And I cannot afford my own plan. Than neither should anyone in Government. From DC to the towns. No politician should have health care that my tax dollars pay for. People say no no we can't have universal health care. Well than tell me why politicians do? Why do they get the gold plate while us in the middle and lower classes are busting our butts and still can't live comfortably?
