Final Vote on Restructuring Ordinance Set for Tonight

Positions will be eliminated, created under proposal

 

The Brick Township council is set to vote Tuesday night on two ordinances that will eliminate several positions in township government and create three other positions in a move that will restructure some of the upper management of township affairs.

The move has created controversy in township political circles, where council Democrats have said the move is designed to save taxpayers more than $400,000 per year, while some opponents have quietly questioned whether the plan is underpinned by partisan politics.

A majority of council members voted at the governing body's Sept. 10 meeting to pass the ordinance, despite warnings from the township attorney not to do so.

The ordinances were not drafted by the regular township attorney, Council President John Ducey said at that meeting when questioned by a member of the public.

Eight senior positions in township government, including those held by Deputy Business Administrator Juan Bellu and Recreation Department Head Dave Francese, will be eliminated under the plan. The job of the council's secretary will also be eliminated and will be replaced by a deputy municipal clerk.

The departments of Recreation as well as Community Development and Land Use would be eliminated entirely, with their operations rolled into other departments.

Towship Attorney Jean Cipriani said the ordinances could cause issues since some of the people who occupy positions being eliminated have bumping rights under state civil service law.

Not all of the eight positions being expressly eliminated are currently filled, officials have said, and three positions would be created under the ordinances. They are deputy department heads for the Finance Department and the Tax Assessor. A deputy township clerk position would also be created.

The council is set to meet at 7 p.m. at the township municipal complex.

Also on the agenda:

  • Awarding a contract to a grantsman.
  • Extending state permits for the Seawood Harbor bike trail project.
  • Taxi cab license renewals.
  • A land use ordinance covering scattered site affordable housing units.

It's time these political games at town hall stop or who ever is playing them will find themselves in the same boat as Steve and his people. It's time to do what's best for the town. If the positions aren't needed then get rid of them! The days of political patronage in Brick are OVER! If you want to keep your jobs you will do what the people of Brick want, not what your party wants, not what your party bosses want, not what the county bosses want and not what you the politician wants either, but what we want! It's either that or out the door you go! There's a new attitude in the country for you politicians and get used to it, we are your employers, you are our employees, it's a simple concept really, You work for the town and the town is us!

This is from 2008--how come we never here about this guy and he works TWO FULL TIME JOBS!!! We pay a guy $150,000 a year so he can fill in for the mayor.

Bellu will represent Business Administrator Scott M. Pezarras and the mayor at meetings "we can't get to," Acropolis said.

"He'll be doing contract negotiations," he said. "He's an accountant. He's a numbers guy. I've known him for the last 15 to 20 years as an accountant. He runs the MUA in Toms River." ___

__Bellu is a trustee in the Regular Republican Club of Toms River. He owns his own accounting and financial consultant business in Toms River. __

You are wrong bulldog, aka political hack. The ordnance was never passed he still gets his 52k for being mayor, and unless they were all hired back 90% of Those dems were laid off between 2008 and 2010.

File an OPRA BW he gets a $1 a year, and check out the names on the employee list.. newman, Scarpelli, and see how many people are all connected to the scarpelli admin.. Im not saying there arent Rep connected to steve, but just take a look and see how many dems there are because there are allot. also OPRA everyones salary, and you will figure it out BW

OPRA will do nothing, because they will not release the information. The APP already did that for their data universe, and the town refuses to release any information on Stevie.

In order for him to lower his salary to $1 they town council had to vote on and pass an ordnance to lower it. The council refused to do so, and therefore the ordnance was never passed. So Stevie still gets his 52k PLUS another 5k for not taking benefits (his wife has them through the boe).

So unless you can prove (post a link to the new law) the ordnance was passed and his salary we lowered, your facts are incorrect. Sorry.

As to township employees, MOST of those hired under Scarpelli are gone and replaced with Acropolis drones.

I haven't filed an OPRA, but you do not have to pass an ordinance in order for an elected official to decline a salary. For example, the council salaries are set by ordinance but not all council members accept the salary.
