House Approves $50.7 Billion Sandy Relief Bill
Aid was voted on in two packages, both of them passing the U.S. House of Representatives.
The U.S. House of Representatives voted to approve a Hurricane Sandy relief package totaling $50.7 billion Tuesday night, the culmination of a contentious day that included charges of overspending from House Republicans and demands from legislators in Sandy-affected areas for their Congressional peers to do the right thing.
The aid was approved in two measures, the first in the form of a $17 billion package designed to provide immediate aid primarily to victims of Sandy in New York and New Jersey, and the second, overarching package, adding an additional $33.7 billion in aid and bringing the total to more than $50 billion.
The purpose of splitting the aid package, presumably, was to give House Republicans the chance to vote for immediate aid while rejecting a larger package some have contested contains irresponsible spending and would throw the country into deeper debt. The $50.7 billion joins the more than $9 billion approved by Congress to fund the national flood insurance program, a necessary step in paying Sandy victims insured against flooding.
Though the final vote was closer than anticipated, the entire Sandy aid package was passed 241-180, with 179 of the no votes coming from members of the GOP. HR 152 will now move on to the Democratic-controlled U.S. Senate where it’s expected to be approved next week.
New Jersey Gov. Chris Christie along with New York Gov. Andrew Cuomo and Connecticut Governor Dannel Malloy issued a joint statement soon after the passage of the aid bill, thanking Congress for setting aside politics to approve funding critical to recovery.
“We are grateful to those members of Congress who today pulled together in a unified, bipartisan coalition to assist millions of their fellow Americans in New Jersey, New York and Connecticut at their greatest time of need,” the statement read. “The tradition of Congress being there and providing support for Americans during times of crisis, no matter where they live across this great country, lives on in today’s vote in the House of Representatives.”
Though some Republicans did cross the aisle to approve Sandy aid, the vote on the $33.7 billion portion of the package was won by only 36 votes. House Republicans attempted to chip away at the bill by introducing amendments throughout the proceedings aimed at cutting entitlements and perceived pork that they believe was surreptitiously added to a bill that should have been directed only to victims of Hurricane Sandy.
Among the objections of the GOP were funding for the National Weather Service’s Ground Readiness Program, which is used to better predict storms like Sandy, NOAA grant funding, used to aid the study of climate change, among other environmental issues, and $1 million in funding for Sandy victims in need of legal advice and services.
Several local leaders spoke in support of the aid package throughout the day Tuesday and chastised objecting Republicans, specifically those Representatives who come from states that have needed federal disaster assistance in the past, for being hypocritical.
One of the most emphatic speakers Tuesday was Rep. Frank LoBiondo, R-2, who challenged his fellow Republicans for failing to provide proper support for the country’s citizens. In New Jersey, there are senior citizens who have been displaced from their homes with no idea if they’ll ever return. Young families have had to deal with a life-altering disaster and small businesses, the backbone of our country, he said, don’t know how to get back up and running.
“We were there for you,” he said to opposing Republicans from states that have gladly accepted disaster aid. “We were there Florida when you had your hurricane, and God bless you if you think you’re not going to have another hurricane.”
Some criticisms from New Jersey Representatives dealt with the delay in passage of Sandy aid. While other regions received aid just days after disaster, like those impacted by Hurricane Katrina, residents of the Northeastern part of the United States have had to wait months.
Rep. Rob Andrews said it was a folly to delay aid, especially to a region of the country that’s vital to the U.S. economy. New York, New Jersey and Connecticut are donor states, he said, echoing a familiar refrain from other local politicians and Christie. Together, the three states pay almost 16 percent of the taxes collected in the entire country.
“This is not an act of excess or an act of charity,” he said, adding: “All Americans will suffer if this economic engine is not rebuilt.”
Rep. Chris Smith, R-4, said the funding would provide a crucial backstop for residents and businesses trying to recover from Sandy. He also praised the effort undertaken by residents, first responders and officials during and following Sandy, before the call for aid was issued.
“First responders courageously rescued people trapped in homes and cars often with minimal regard for their own personal welfare, safety and well-being. Everyone rallied," he said in a statement. "Around the clock. The Governor, Chris Christie, emergency management personnel, the National Guard, police and fire, elected officials. Monmouth County OEM Director Sheriff Shaun Golden was absolutely tenacious and effective. And our local mayors, they were like NFL quarterbacks—running the plays, making calls—day by day, hour by hour.”
While the aid package took an unprecedented delay in getting Congressional approval and exposed the ugliness of partisan politics in the process, the passage of HR 152 will be used to benefit those most in need. Rep. Frank Pallone, D-6, said the approval of the aid package couldn’t have come sooner.
“House passage of this package means we are one step closer to families returning home and businesses rebuilding so they can once again contribute to our economy,” he said in a statement. “It also means our communities will receive flood protection so a similar storm won’t produce similar destruction. I look forward to swift action in the Senate so we may move towards building a stronger New Jersey.”

...I was unaware that the Alaskan fisheries were affected by Hurricane Sandy...and yet there are allocations in this bill that go to Alaskan fisheries...wow this storm must have been bigger than we thought...I can't help but wonder however, if Sandy had happened after the election, how long it would have taken to get some relief here in NJ. But then again, with the fiscal cliff, Hawaiian vacations and of course now gun control on the presidents plate, who has time to push relief to New Jersey after 80 days its shameful. I'm not impressed with the presidents leadership qualities. I'm proud of Christie for "taking one for the team" however.

You know everyone is talking about when will the boardwalk be ready. Homeowners and I mean insured homeowners are on the wish line for cash. Have you driven down 35 yet? After the awe it was all tears. This will take time and boatloads of money. Tens of billions of extra gallons of water poured into the bay and all that came with it. We will get there but first things first. Mitigate while getting people back in their homes and then restore the shore.

The Republicans in Congress gave President George Bush $87 billion a week after he asked for it to rebuild Iraq. Iraq is smaller in size than New York State. Yet, Maryland, Delaware, New Jersey, New York and Connecticut get destroyed by a hurricane and it takes the Republicans in Congress 10 weeks to approve only $50 billion of assistance to their fellow Americans. Obliviously, the Republicans in Congress love their Muslim pals in Iraq more than the like their fellow Americans in the Northeast.

305 THOUSAND housing units were completely destroyed or damaged so bad that they cannot be lived in______and that is the damage in New York State ALONE. That is more housing units damaged/destroyed than there were people living in New Orleans when Katrina struck___yet in less than 1 week President Bush and the Republicons in Congress approved $130 Billion for Katrina assistance and rebuilding. Ten times more people lost their homes from Hurricane Sandy than from Hurricane Katrina.

$150 million for fisheries as far away as Alaska, $821 million for harbor dredging that could benefit Mississippi River towns like St. Louis, $2 billion to federal highway improvements, $25 million toward improving weather-forecasting systems and $118 million for Amtrak upgrades. $12 billion chunk of the Frelinghuysen amendment that would go to long-term development projects. The pork, the bills and the results are all appauling to conservatives and too little and late for liberals. Republicans delayed the passing to trim the pork and Democrates kept voting yea so they could tell their supporters that they tried to get relief to the people quickly. Classic political games. The voters of the USA have proven that they prefer waste to efficiency by reelecting the president. No surprise that liberals are all up in arms about aid not being enough. The REAL SHAME is that people need an APPROPRIATE AMOUNT OF MONEY...A PORK FREE SUM OF MONEY to rebuild their lives, yet no one could actually do that. How much it is? I don't know and neither do any of the people on this blog. But I can tell you that if this legislation was streamlined and lean, no one would deny the aid. Will people please stop saying it isn't Obama's fault? He LOVES the fact that this bill was delayed and that liberal sheep would blame conservatives for the delay. The same sheep saw what the Obamanation did in the first term and thought that his NEXT 4 years would be different. No difference...Obama hops in front of a camera and promises no delays/whatever it takes and then doesn't follow through. He shouldn't have grand standed about how help is on the way if he had no control over the aid that would be received. I wonder when Americans will make the leader of the free world take responsibility for how America runs? I am thinking 4 years from now when we can start rebuilding.

Why is anyone surprised? The defining trait of a tea partier is this - they think they are the only people who have ever paid taxes, and they think they personally paid fro everything. Oddly, most of that movement is retired and is among the famous "47%" as it skews very very old, but we'll leave that aside for the moment.
That movement is not about economics, it's about professional victimhood and resentment. This is just the latest excuse.
If you will, look at the federal tax revenues by state as a % of the national contribution. Then look at federal spending by state. Do that for as far back as you can. Pay close attention to NJ, NY, CT.
The NE has been carrying the nation tax-wise for a long, long time.

Note that, when it came to Katrina relief, Mississippi received a very high cut of the funds. And aid was voted on and sent ASAP.
Why? Because Haley Barbour (who, Dukakis-like, recently pardoned a man who shot someone 4 days ago) was the Governor of Mississippi and the head of the RNC. So got go this.
It's 100% politics all the time.
Now, doesn't this tell Governor Christie what his party really thinks about him? He's not, and will never be, fully accepted by the base of that party. Ever.

That $50 billion gets divided up by 5 states. MD, DE, NJ. NY, CT. The bill has provisions for money other than for Sandy relief. Do you know what the $87 bill was allocated for in Iraq? I don't either, but I do know that this money was partially allocated for things other than Sandy reief and I am grateful CONSERVATIVES voted against it. I am 100% for aid...billions of dollars worth of it. But I am not for wasteful spending of our hard earned tax dollars. Someone has to stop the spending and it obviously won't be our president or voters such as yourself.

It was one of these tax watch websites, not of big fan of most of there stuff but some interesting points. Amtrak was in there, which could be argued either way, FBI salaries in there also, not sure what that has to do with a hurricaine and some road work not in our state. Just fed up with adding stuff in a bill that has little to do with the bill. Have you seen the plea for the current group called No Labels? It is made up of current leaders trying to get things moving in Washington. It is made up of Dem/ Rep who realize how much is not getting done. The President is petty and so are the Senate and congress. Look 2 percent of the wealthy pay more tax, 100 percent of the people who get a paycheck pay more tax. The whole campaign is get the wealthy. Is this a healthy environment? How many people do you know net 400k not gross net. How many people do you know get Paycheck? This is no longer them against us or Dem against Rep. It is all of the US getting the Gov. To work properly.

Houses have to be raised, insurance goes thru the roof, money becomes "lost" or "misappropiated", FEMA couldn't care less. Residents of NJ will find it easier to walk away from their homes, than to pay these costs. FEMA will then move in & take the homes over, turn around and make them "affordable" housing. Affordable is a code word for the hood.
So after NJ helps elect Obama, the citizens have to leave & hoodrats move in. Posters here will say it will never happen...let's wait and see.

I live in Cinnaminson, not the NJ shore and we have been living through severe flooding since 2005. The addition of The Shoppes at Cinnaminson has made the flooding worse! We pay high real estate taxes, we pay over $3000 a year for flood insurance. Where is the HELP for Cinnaminson residents?

@ Proud.. Yes FEMA has Grants but the officials in this township don't care and they never added a repetitive loss in their flood ordinance.. Well actually nobody has been able to answer this question. Therefore my flood insurance company takes it as we don't have one so we lose out on a ICC Claim that would of payed $30,000 towards raising our home. I pay addt'l $$ for ICC on my policy but so ar haven't been able to get anything from it. This township is well aware of the flooding. They allow homes to be sold as well as new construction to go up and we just keep getting screwed!
