Barrier Islands Meeting Just Adds to Residents' Frustration

Answers about when they can return to secure homes, retrieve belongings nonexistent

 

Angry residents of the barrier island town areas from Ortley Beach to Seaside Park jammed the Holiday Inn on Route 37 in Toms River for a meeting that turned out to be little more than a chance to complain.

Drawn by Internet postings about a meeting that many thought would be an opportunity to get information from their towns, residents who've been waiting days to return to the island to collect belongings or check their homes were left even more frustrated than they were before.

"This is the most ridiculous thing I've ever seen," said an employee of the Holiday Inn, who walked out onto the sidewalk around the hotel to get a breath of fresh air, as people milled about, waiting to see if they could get inside.

Along Route 37, Toms River police blocked entrances to the hotel's parking lot and diverted Clifton Avenue drivers east on 37, away from the hotel, as every available parking space was taken and the lawn in front of the building filled up with cars.

"No elected officials showed up," said Phil Daloisio, owner of Lenny's Pizzeria in Lavallette, the frustration apparent in his voice. "They won't tell us anything."

The lack of information was the biggest complaint voiced by many who had come to the meetings. Residents of the Toms River beach communities, as well as Lavallette and Seaside Heights, fueled in part by anger over the access given Monday to residents of the South Seaside Park section of Berkeley Township and of Seaside Park, voiced anger over the lack of information and questioned whether officials were being honest about the dangers.

"Every time you see photos (from the barrier towns) there are people walking around," one man said. "How is it safe for other people and not for us?"

Reports that the bridges and roads were not safe drew derision.

"If they're not safe for us, how can they drive those heavy trucks over them?" another man said. "It doesn't make sense."

In the ballroom, a man commanding the microphone doled out information on what residents should to if and when they get the chance to return, including how to quickly winterize pipes to prevent them from bursting.

That focus upset Seaside Heights residents who rent, who came thinking they would get information on what options they have now.

"I barely have family, I barely have friends," said Danielle Hernandez, who fled Seaside Heights with her children -- Evan, 9, Angelina, 7, and Gisella, 5. "Where do we go?"

"We're beach people," said Kathy Gleason, who lived in Seaside Heights with her husband, her daughter Meghan, and Meghan's three children. "We have no place to live now."

"I just want my stuff," said Jennifer Lively, another Seaside Heights resident. "Nothing against anyone else," she said, referring to the dozens of efforts to collect clothing for those displaced. "I just want my stuff."

"We understand there's danger," said one woman from Lavallette, who would only identify her husband. "We just want to secure our homes. We followed all the rules (and evacuated)."

"I think they (officials) are just learning things minute by minute," said Daloisio, "but right now everyone's afraid of mold, everyone's afraid of pipes freezing."

"We just want some answers," he said.

Please start an association to represent all of you and get legal advice. As an association you can get answers as a group there are power in numbers. As a legally recognized association you are more likely to get you voice heard by the government bodies that will begin to make decision as well as call press conferences to get your word out. As Mr or Mrs Smith you will just be pushed aside and have no voice. To do things like try and force your way across the bridge will only make you look emotional and irrational, you will win public sympathy but not support. If you start a association now while the compassion level is high you may be able to get advice related to you taxes and property at a reduced rate and great press coverage. Once the news cycle changes the residence of the islands will be all but forgotten only to be revisited for a story or two when the boardwalk would normally opening.
Please move fast I have already seen article where more open space is being talked about. That means some of you WILL be losing your property. I’m sure you will get more than 2 cents on the dollar but if you believe you will get anywhere near the value of the property I can sell you the Rte. 35 bridge real cheap. There is no doubt that all the barrier islands will be rebuilt but to who’s benefit?

At this meeting tonight, a woman related a story regarding how the foundation and upper levels of her house were unstable. She was concerned about the future of hers and other houses in the same situation. She was from Ortley Beach. At that point a very arrogant and pompous gentleman, in his mid-forties raised his hand and basically stated the entire area will be leveled. When questioned as to who he was, he stated that he'd rather not say at this time. With that being said he and his " entourage" of another older man and one other, walked out of the meeting. I'm not an realtor or an expert in the field but my gut feeling is that this trio were part of a developer looking to take over part of the barrier island. I may very well be wrong, but owners please beware.

One more point of interest. A woman insurance broker had some very important information regarding insurance claims. Unfortunatley I was unable to obtain her website but it is impolrtant that you notifiy your insurance companies immediately. Also remember that you can file a claim without an adjuster but remember to take as many photos as you can. If your company cannot get an adjuster in time, you can hire a private one for about 10 % of your claim. But you have the right to file a claim without an adjuster but remember , if you have $50,000 of coverage, do no file for $50,000. Read between the lines.....file higher and make sure your count EVERYTHING that is destroyed. And last but not least...claims must be settled within 60 days. Due to the dire situation on the barrier island and prohibited access , you can request an extension past the 60 day limit. Please do it immediately.

This is so freaken sad and disgusting on the highest level. Oh course no public official attended. They simply don't give a damn. I say all of your unite. Walk over the bridge together. Make it a "million man walk to the seasides". How can they stop you all? They can't. Notify the media when you intend to do this. Then all of you should find a lawyer. AND most importantly your property taxes were due (4th quarter) on November 1st the deadline Nov 10th. If you get a lawyer he can collect the tax $ and place it with the court in escrow. If they try to get the money via court action, they will look like MONSTERS. Then the town has NO recourse. Hit the town back where it hurts, in the wallet.

Does anyone believe that it's possible the Governor would stop what many of you are mentioning. EMINENT DOMAIN, yes, HELL ON EARTH IS HERE fellow owners, rentors, FT & PT. Seems as though we are all done for. Don't even know how we can all unite. More people own 2nd homes than do people own primary in the Heights, and I guess most of the Island's inhabitants are PT inhabitants and some or many rent to others who are now displaced. WHAT A FREAKING MESS! I can't wrap my head around all this, it's too much. I want to hit the lousy corrupt leaders, but how? CAN SOMEONE HELP ORGANIZE A MILLION PERSON MARCH?????????????? I'LL GIVE IT A SHOT, WITH ABOUT 100 PEOPLE TO ORGANIZE IT...........Know anyone who isn't working, doesn't have children to care for and has the finances to do this? Very good point on the looters. They are clearly trying to get in and the police presence is outstanding. We are frustrated with some of the access breaches but we remain impressed and supportive of the police action to protect our homes.

I was at the meeting and as was as frusted as anyone. After one week our clueless government authories can not offer one useful shred of information.

According to the Seaside Heights Website, the Bororugh Council meeting is being held on Wednesday November 7th at 6:00pm at 101 Hooper Avenue Ocean County Administration Building. As many Seaside Heights residents as possible need to show up to make sure a proper plan is established to get us immediate access to our personal property. The latest BS about unsafe roads is a smokescreen. If they can let dump trucks drive around, WHY CAN'T I DRIVE IN WITH MY CAR!!!

use the Mantoloking bridge, it is fully operational as Brick was taking resident over to Curtis, Manto Shores etc. Sink holes may be in Ortley but not north of lavallette.
I believe that the only people in nj to not physically see their homes are TR twsp barrier isl residents. Am I right? Paper said Mantoloking proper folks went starting yesterday. Lava has set up a plan. Does anyone out there know anything else?

Frederick, what are you referring to? Because I don't see it in the story at this point? And worried survivor, I'm not sure I understand your comment. If you're saying that low pay automatically means not to expect much, then you don't understand there are some of us who care very much about getting information out. Trying to get information -- solid, credible information -- in the wake of this storm has often been more difficult than catching an eel with your bare hands. I wish I had better information for folks. I am trying to get it.

I had planned to walk in from day one. If the concern is driving on the roads, I don't see why they shouldn't let me walk in. I am a young, able bodied man trained in first aid and survival skills as well as construction. I know how to keep myself safe and avoid hazards...

Don't get me started. Our country was founded by independant individuals who could look out for their own safety. Our government today doesn't want us to be independant they want us to depend on them so they can control us. I spoke at last nights meeting and suggested that the authorities could prepare a release of liability for us to sign before we enter Seaside Heights. I would gladly sign it to get in. I don't need to depend on their experts to decide whether it is safe. I can make my own judgements .

Where has our 84 year old Ocean County Sheriff, William Lee Polhemus, been through all of this?
On the ground keeping control of what is going on? Nope, just a few canned responses from his secretary.
Keep this in mind as he is up for re-election today as he collects over $160,000 a year between his pension and salary and has collected over 2 million dollars in pension and benefits over the course of his career.
Time to hire a sheriff that can at least get his boots on the ground.

You don't hear much about it in the news either - just what a good job they are doing turning on everyone's electric. Not that they are preventing property owners from returning to their homes to retrieve personal belongs and save our structures from further damage. I will sign a waiver and DO NOT appreciate having the government mandate to keep us from our homes. Christie doesn't seem the least bit concerned about the northern barnegat bay barrier island communities. Perhaps he is part some Raze/ Redevelopment plan - be up front with us. The residents of the barrier island deserve answers and soon.

I rode out the storm and surveyed much of Ortley Beach and several blocks of Seaside Heights after the water receded. While the damage is extensive in beach blocks of Orrtley Beach, Seaside Heights is mostly. Boardwalk damage. Most all homes have some sort of water and wind damagae, it's not a total loss. I am a Real Estate Broker and Certified Real Estate Appraiser and in my opinion the area will be rebuilt due the economic impact the Jersey Shore has on the entire State of New Jersey's economic well being. We all need to remain as calm as possible and make educated decisions. We need to demand better updates from our local governments as well as contacting news media and our congressmen. Remain strong!

I see many people concerned about condemnation
I highly doubt this would happen just due to the hi cost
However if it did happen everyone would have due process and be entitled to damages, ie fair market value of home. If anyone does experience this please hire a local attorney with condemnation experience.
It is in the towns best interest to rebuild. The beach areas high ratables pay a large portion of the tax base. This was proven when toms river two fought so hard on the bay beach way succession case. If they didn't care about our tax dollars they would not have spent all the energy to fight it.
Our mayor is a honest hard working smart individual. I guarantee they have already thought of the lost tax revenue from the storm. It is everyone's best interest to get back to normal as soon as possible. I wish everyone the best. It will be a long process.

John, Hopefully, you are correct. We are the only residents wo have not see homes. I am in Normandy and all of TR twp is in the samr boat. Normandy from 5th ave north is Brick, they are going in and TR refuses to let us go at the north end of the TR twp. I am caling some reporters again, about the lack of a plan to go over. You all have to realize how big a disadvantage you are all at. They already know how bad it is going to be and what they are going to do yet you are all at the end if the line of the flow of information. It will be old News to the insiders once you get the info. Why do you think they all try so hard to keep their public jobs. Not the salary and definitely not to serve you. It's for inside information which is power.

My opinion. You will never live on the island again. But by the time you find this out it will be way too late. This is how they control and conquer. I could be wrong but if you trust any of them ever again it's at your own peril.

Well, in your opionion you stated "will never live on the island again", I heard, and this is a rumor, but you have to admit, it might very well be true, but i heard that they are(the federal government) going to condemn the barrier islands and deem it uninhabitabul and give the people who own homes what their homes are worth. 1st, where are they going to get all that money, 2nd, do you really think we are going to let that happen!!!!really. I maybe some dumb person, but in this modern day and age, we can rebuild, I know the coastal area is forever changed but come on, I think that is a little dramatic to deem the entire barrier islands as uninhabitabul. What are your thoughts on that. Do you really think this can acutally happen? thanks.

Although I am not a resident of the barriers, I live just off of Fischer and 37 - I see the people that are going over the bridge. They certainly are not all emergency workers - I have seen surrounding local officials going over, with their kids - sight seeing. I have seen husbands and wives standing in the parking lot at Stewarts waiting to go over. I have seen pictures and videos coming out of there from people that did not stay, nor have homes there. It has certainly given the APPEARANCE that if you know someone it's safe enough to go over. I feel for these people that haven't even had the opportunity to see their permanent residence, to be able to walk around their neighborhoods and gain some sense of hope again. What is happening is wrong and you can't blame these people for getting angry now. They have waited long enough.

Nothing! They Holiday Inn gave the room as gratis and the only "officials" that showed up were the Chief of Police - Berkeley & Toms River Township. Police Chief Karin Michele for Sheriff! WRITE IN! No-one else bothered to come to address the concerns of the citizens displaced from the barrier island.

According to the SSH website there will be a meeting Wednesday night to discuss being able to go this friday, but if its anything like SSP or Pelican Island only 1 person, 1 car or pickup that is just crazy, how is 1 person supposed to pack up a 3 bedroom apartment and move stuff out from a 2nd floor apartment. I just want to get my stuff out. My husband can't do it all. I also have my car there that I couldn't move. It has to be towed. aggrevates me that they don't want us to come in and just take our stuff. I am tired of worrying that my stuff or apartment is gone.

My oppinion on what is going on is they don't want resident's interfering with their clean up efforts. I specualte that they are bulldozing some of the severly damaged structures and they don't want some homeowner screaming "my family photos are in that house".

The safety issue is BS. It gives them the ability to stall for time and gives authorities legal cover from lawsuits.

In my oppinion what is going on is a blatent abuse of energency powers as residents rights to acccess there property are conviently delayed for unresonable periods of time.

Umm.. The coastguard has more power then the state police and national guard.. They will tow your vessel and probably arrest you for going against a state of emergency mandate and then some.. Dont mess with the coast guard if i were you.

Chief, I realize you have a hatred for all politicians. I have to tell you, however, as I have been out covering the aftermath of this storm, Mayor Amato has been out in the community, helping, talking to people and more. I was on Butler Boulevard talking to people when I found out he was there. Berkeley didn't announce it -- he was just doing his job. He has answered phone calls and texts for information quickly. And facts be known, as of Monday his home was among those that still lacked power. There are plenty of people who deserve criticism. Amato isn't one.

No, they will arrest you for interferring. I tried walking over the Seaside Bridge on Wednesday. While they were nice, we were told without a doubt, we would be arrested. Even if you make it over, they can arrest you. Did you see the streets? Alot of unsafe areas. They have been working for a week, non stop. Why would they work so hard to get us over IF it was over? Some homes are lost, some homes may not rebuild. But without a doubt I feel 85 % will rebuild, better than before!

Residents of the barrier islands need to get the Governor involved. Even through all of this I contacted his office 609-292-6000 - and was on the phone with an actual person in the Governors Aide office within minutes. Related to another issue concerning this mess, definite action was taken. Like him or not, the man is sincere and his office is available. Lets not forget his record prior to becoming Governor - he was bringing corrupt town officials in front of a judge. We need him to oversee these municipalities.

Please think logically and dont only believe gas lines are the only thing ripped off houses, im sure water pipes and various plumbing was already effect days ago b4 this issue was brought up.

No elected officials showed up at this meeting because it was organized by a concerned / aggravated (rightfully so) citizen of Lavallette on Facebook - it was never meant to be a government sponsored meeting. Also, I have seen very detailed video of what it looks like from Ortley to Normandy and parts of it look OK - however, parts of it look like a war zone and very dangerous. It is going to take weeks, if not months to figure out a way to safely allow people back and do so in an orderly manner. Lavallette is allowing some people back today, bu they are a much smaller town with their own government as compared to the Toms River Beaches - Toms River has the mainland which is huge and then half of the barrier island which has thousands of homes on it. Look at what Mantoloking is doing - going house to house, inspecting for structural integrity and then allowing those whose house is relatively OK, go back for a few hours. We will have the same - it is just going to be a monumental effort to get us there. If I had to do it, I wouldnt know where to start. Starting ridiculous rumors about eminent domain isn't productive.

Eminment Domain doens't even make sense. There are thousands of homes on the barrier island. A two bedroom 600 square foot bungalow in Ocean Beach is assessed at $350,000 - and there are thousands of those, forget about the $2-$10 million houses on the ocean. Even at 10 cents on the dollar, they couldn't buy all the properties - let alone lose the property tax revenue. Toms River mainland residents would have to quadruple their taxes to make up for it. If you've ever been thru Ocean Beach, picture every one of those tiny, tiny houses paying $5000 each every year and it goes up from there as the houses get bigger and the property size increases.

E Liz - Just to inform: Emminent Domain is no longer used just taking land for the public use. It used to be for builidng roads, bridges, parks. But now it's being used by partnerships between municiple governments and developers to increase the tax base. E.g. imagine they declare all of of Ortley unsafe (for example), condemn it, developer buys it, and turns it into an upscale community. Toms River keeps (or even enhances) it's tax base without paying for the repairs. We loose our properties for cents on the dollar.

To defend, we'll need to organize, hire lawyers, own expert engineers, etc.

My previous post didn't post, so I am re-writing it. We need to handle this the best we can without emotion. I know how hard that is, heck I am one step from over the edge everyday for the last week, but it is the only way we're going to get anything done. No one listens to hot heads and mouths.
1. We need a FB page for each town to share information, photos, what we are working towards etc. Can someone create one and link us here?
2. We need to contact all elected officials intelligently from local to the Governor's office.
3. We need to contact media. They love stories like this and we need to take advantage of the way people feel bad for us for now.
4. We need a plan. What do we want? Simply saying we want to go in, isn't going to cut it. Sadly, many of our homes are going to be not structurally sound. How do we figure this out? While it isn't our job to, in order to be taken seriously we need a plan. We're smart people. Let's come up with a suggestion that is realistic.
5. Do we have someone on the inside? Someone who has been there regularly in our respective towns who can share with us photos of why it may not be safe for us to go in? If not, we need to ask someone to provide this for us. Facts are facts and visuals will help.
While I don't think it is our job for us to be stuck doing this, the fact is, we have to take action sometimes to be heard and get what you want. We can do this together, but it needs to be done intelligently. I'm happy to work with anyone.

How come the mayor in belmar who lost is house and has a wife and two little girls can be on tv and social media websites to update his residents. The worst thing of all is that the barrier islands have received way more damage then places like belmar and they're getting great support from the elected officials. Why shouldn't amato do any different? I should of seen him on news12 4 times at least already. Please stop sticking up for these politicians and stand by your neighbor.. Why is it i havent seen not one ocean county freeholder on the tv or news outlets to speak any kind of opinion they have. Why havent mayors like acropolis or kelaher and amato him self (mayors of the 3 most damaged areas in nj) havent been seen anywhere in sight? Explaining needs to be done and questions need to be answered.

There is a video on Youtube of a bus tour for local officials driving down Bay Blvd. They are laughing & joking on the audio "Look at that House", "Is this Ortley or is it Lavallette" - where the houses are completely intact and I know if it's Ortley or Lavallette from riding my bike/driving all my life. Some local officials who don't even know where their town ends/starts. this is getting ridiculous. Ortley is my second home, but my parents bought in 64 and I spend almost all my weekends down there. My boyfriend & I went to Breezy Point NY this weekend to volunteer, since we can't do anything at Ortley. My BF helped pull trees off of properties, clear decks. Residents are allowed back in. We need to figure out something to do so that the government doesn't try to take our land.

I think everyone understands safety issues. That is not the frustration. The frustration is when certain people are able to gain access over the bride and others aren't. Why are "certain" public officials able to have an insurance adjuster assess their damage and consult with contractors? FACT Why is Tony Siragusa, a famous football player allowed to see his house and asses his damage, and to add insult to injury, post pictures on FACEBOOK? FACT! Why did a bus tour of "COMMUNITY REPRESENTATIVES" go around 3-4 of the communities hit, and then some of the so called representatives posted their video on YouTube, in which you can hear them laughing, joking, and ogling at other people's homes! Whether or not these are people's second, or third homes, doesn't matter! Therese are homes people raised their families in, spent their summers, in worked hard for! We are not even given the courtesy of an organized meeting giving us answers and updates. Our family already took the steps, wrote to Channel 12 News, Channel 7 On Your Side, the Governor. Not one response. No one cares, we have been over shadowed by the election. Slowly, the barrier islands are becoming less of a priority, now we have the storm coming today, and our treasured homes will be damaged even more than they have been already. Maybe if we were allowed in for a few days earlier, we would be able to salvage whatever we may have left. We need answers!

Like Everything in Life, It is the Who's Who, those in Power, It is based on the lying Politicians and corrupt leaders in all aspects of a community. Having Money helps too and the heck with everyone else. Like so many have been saying, if it is such a safety issue, why are they allowing some in and not others. Only some count and that is the way it is. How come some individuals can have a say on what is going on in their country, towns and schools and others don't. What makes their opinion more important and others are dismissed or considered trouble? Why? Is it possible those who are allowed to speak out are the same ones who are benefiting from all the political decisions and corruption. God Bless Those Who are left out in the Cold.

To Everyone Being Banned from their homes on the barrier islands, I have been able to look at aerial photos on November 6th on the Ocean County Police Blotter Facebook page. Though there are many thumbnails you must go through ,navigate until you find the first photo of the boardwalk. I was shocked to see that they allowed photos that so clearly show that 99 and 3/4% of the homes are intact, the roads are as clear as they have ever been in Seaside Park and Seaside Heights. I have contacted every major newspaper and television station with this information and have also copied and downloaded these pictures. I have also contacted an attorney based in Red Bank who has asked me to detail and chronicalize the chain of events immediately after the storm and submit them to him as well as the pictures to see if a class action lawsuit can be filed. He has also requested that I get as many people as possible on board. To everyone who has blogged and typed comments filled with anger, angst frustration and sheer disgust I am asking you to to email me with your support. People go to http://storms.ngs.noaa.gov/storms/sandy/ (sorry i don't know how to copy and paste) where it says search location type in your address then zoom in. This is an updated birdseye view of the destruction. A friend lived on Fort Ave. in Ortley and had 9 houses to the east of her before the storm and now it looks like she is the first house from the beach. Maybe some of you will be able to find your homes on this web site. Sad to say but it is total destruction along the beach in Ortley. SO SORRY TO ALL AFFECTED BY HURRICANE SANDY!!!!

Awesome website!!!! It confirms my beliefs that most of the damage in SSH was east of Ocean Avenue. Ortley Beach however got hammered. Come to the council meeting at 101 Hooper Ave tonight and ask the SSH council members how can they justify keeping us out any longer?

Post the link to the youtube articles. Post anything you can find. Keep calling the Governor's office regardless of whether they do or say anything as of now. The Election is over now. The reason the barrier islands are not getting political attention is because your representatives don't have any inherent interest in helping you. MOST OF YOU DON'T VOTE IN THEIR ELECTIONS!! Toms River and Brick local and state reps are elected by mainland residents. That is a fact. This will continjue to happen over and over in the future unless you take the needed action now to change the game. All land on the barrier island needs to be incorporated into its own municipality with its own government and needs to be taken out of the jusrisdiction of the mainlaind townships. The mainland would no longer be the recipient of the huge taxes they collect while providing zero services and the island communities would have representatives that are focused directly on the concerns of its residents. This would be totally consistent with the current state policy to consolidate local governments and services. There are now at least 3 separate municipalities plus 2 township govenrments on the island. That could be reduced to no more than 2 or three entities. The savings would be huge and the representation would be clear.

Also look at "Coastal Blue Acres - created w/ Green Acres, Farmland, Historic Preservation and Blue Acres Bond Act 1995- contains grants and loans to municipalities and counties to acquire lands in coastal areas that have been damaged by storms, that may be prone to storm damage, or that buffer or protect other lands from storm damage, for recreation and conservation purposes. The act defines coastal areas as those within the CAFRA Zone CBA has 2 parts: Pre-storm: $6 million. Acquisition of unimproved and largely unimproved storm prone and buffer lands funded with 75 % grant/25 % loan. (Please note that as of Nov. 98, all Pre-Storm funds are committed- No Pre-Storm funds are currently available)
Post-storm: $9 million. Acquistion of lands that have suffered at least a 50 percent reduction in value as a result of storm damage will be funded with 50 percent grant/50 percent loan. Coastal area lands eligible for purchase w/ CBA funds can be lands anywhere on a coastal barrier island, lands within 150 feet landward of the mean high water line of any tidal water, or lands within 150 feet of the landward limit of a beach or dune.
All CBA funded purchases must be from willing sellers.
CBA acquired lands will be restricted to minimal improvements for public access.
