UPDATE: Seaside, Lavallette, Ortley Residents Will Soon Re-enter In "Phases"

State officials approve re-entry plan that could allow Lavallette residents back this week; other barrier island residents may have to wait

 

The state has approved a plan to allow residents access to barrier island communities - including Seaside Heights, Lavallette and Ortley Beach - in phases, officials said Tuesday.

The State Police has approved a plan that would allow residents phased-in access to Lavallette beginning this week, officials said during Tuesday's Toms River Council meeting.

Toms River Police Chief Michael Mastronardy suggested that the township will get people to see their properties as soon as possible and mentioned a five-to-six day timeframe. Some Ortley Beach residents who attended the meeting were upset that Lavallette residents could have easier access to their homes than they will.

"There are still areas of Ortley Beach that are unstable," Mastronardy told residents at the council meeting, noting that sinkholes and debris pose some risks. "We understand that you are victims."

Residents will be allowed to enter Ortley Beach and other barrier communities beginning on Wednesday, but only for short periods of time. They'll be allowed to pick up essential items. Phase I is a controlled entry and exit of residents whose primary homes are there year round, while phase II is to extend that to people with second homes, Mastronardy said.  Phase III will be when residents can take their own vehicles to the area.  Please click map.

Residents are required to register at the Disaster Recovery Center at Bellcrest Plaza at 935 Fischer Boulevard to enter the 12 buses heading to barrier communities tomorrow. The residents can start registration at 8 a.m., but they must start boarding the bus to return by 2 p.m., Mastronardy said.  Only emergency crews will be permitted between Lavallette and Seaside Park after 3 p.m., he said.   

At the meeting, council members, police and public works and construction officials confronted a packed crowd of angry residents who were largely frustrated that they're unable to gain access to their homes.  Residents also criticized township officials about poor communication and the inability to learn about whether their homes were still standing, much less understanding the extent of the damage.

A map of Ortley Beach that the township had on display showed that most of that section of the township had some form of water damage, while other sections marked in pink revealed missing structures.

Barbara Erb of Ortley Beach criticized Township Council members for not having one meeting for Ortley Beach residents and waiting until two weeks for a public meeting to address the issue.  "You say it's up on Websites, but it doesn't matter," Erb said, noting that many people didn't have power for more than a week.

Ken Langdon, also of Ortley Beach, told Township officials that the two-feet of water in his house during the storm has made things worse.

"The more remediation is delayed, the more damage will be done. It's time you start getting us back so we can work on our homes," he said.

Don't know if this can answer your question but at the intersection of Rt 37 and Coolidge Ave there has to be 75 cars there , that weren't there 2 weeks ago.

As watching the Toms River Township Council online meeting, the issue was brought up to the police chief who stated that he would look into it. Since the towing company was charging $200.00 + storage fees.

Barbara-I hope you were able to locate your elderly parents' vehicles. I have also read some horror stories where vehicles may have been towed out of people's driveways/properties and they were properly stored and not causing a blockage in any fashion. The ramifications here are unbelievable...are these people crazy? They are still prosecuting issues re Katrina and fraud/abuse. If it turns out that this WAS or even smells like impropriety/potential abuse, report it to FEMA at its fraud/abuse area on its website to investigate; then send an e-mail to Gov to check out (he is an ex-US atty and won't ignore any abuse situations) and then to both US Senators Ruynan and Menendez; lastly, the US atty's office in DC has a link/contact too to report conduct such as this. I guess with my DC background, I understand this is MUCH bigger than they realize. Unless you have played ball in DC, you have no idea what that means. These guys are way out of their league and will find out very quickly.

I sent pictures of my car sitting in my driveway looking just like I left it and than pictures yesterday of it gone. I called the non-emergency number and the answer I got was wait until you have access to your home. So much for keeping contractors in check from ripping us off.

Barbara. When I was down there week one... on 37 west they were pulling cars out and bringing to a lot it looked like on 37 west . first block after bridge coming from island looked like they were bringing there. Tow after tow I saw... they were all dirty etc.. not sure where got. But a start for u.

Great idea to have the Map. Can we get this on the Township Website which is supposed to be the place to go? It appears that as far as structures, MOST of the Town only sustained 0-33% damage (according to the key). Weirdly, sinkholes are not denoted. But, OB taxpayers should note, according to this map anyway (btw-when was this taken as I could not see a date on the key), it appears that MOST of the Town is standing. And, sorry Barbara, I remember your previous post. The vehicles belong to your elderly parents. Sad. You might want to check with the State Police/Gov's office and/or US Congressman Jon Runyan's office. Certainly someone can give you some direction. If I hear of anything, I will post.
Also, since the Map seems to be dictating island entry, can't the entire entry Phase I plan (area to area) be posted, now? Why not give people the opportunity of getting the day off, getting babysitters, getting a ride to the bus depot, etc. now? Wouldn't this be helpful instead of harmful? Good luck all.

Fran....you are SO right! Friends of mine called APK and were RUDELY told by some man...won't call him 'gentleman' ...that each of their two cars would be $817.00 !!!! to get out of their tow yard. OUTRAGEOUS! Price gouging at it's WORST! Can't believe they are allowed to charge these rates during a STATE OF EMERGENCY! And, won't they get paid by FEMA? FEMA won't pay them that price!....so they're making money on victims of a horrendous event! AWFULLY SAD!

Someone needs to be asking why APK was given an exclusive contract for SSH. Also I know personnaly of two individuals who had their vehicles towed by APK off of private property. This is also known as a felony...vehicle theft. One person was a Staten Island firefighter who had his boat towed (on the trailer) he was told by APK that it floated onto the street. Only problem was he had a satelite photo after Sandy showing the boat in the driveway. Wake up people... the fish rots from the head. George Gilmore (the Ocean County Republican Party Chairman) is the Bourogh Attorney in Seaside Heights. Don't expect our Republican Governor or his Attorney General to investigate this crime. Last I checked they were on TV grandstanding about stopping some gas station owner who raised his gas price $.75 a gallon. Meanwhile silence during this APK towing scandal. I was told told by several people that APK is owened by two SSH firefighters, however if you call and ask them they won't tell you who they are owned by.

Ruth - Honestly, I'm not sure why FEMA (aka the taxpayer) should pay for the towing of ANY vehicle left on a barrier island during a mandatory evacuation order. As someone who now has flooded-out family members living with her, who heeded the evacuation directive AND removed their vehicles from their property, I'm unclear why no one else felt it necessary to do as they were told.

Ruth-not sure why Donna is taking her attitude...I am sure people thought their home would not blow away/apart or float off its foundation either. So, those who THOUGHT they did secure their vehicles (btw - don't believe Gov's Executive Order did NOT address vehicles and evacuees removing them). So, if they were, as the homeowner, thought, properly secured, why would you chide them? Not everyone could remove ALL their articles/vehicles to another close location. And, surely most of these people did not watch the storm from their homes...they left in ONE vehicle and secured (or thought they did) the other as well as their boat.

taxed - I'm not chiding them. I'm simply asking why FEMA/taxpayers should be the one who absorb the cost of the risk taken by folks who thought enough to evacuate themselves but not their vehicles. It's not an attitude, it's simply an observation. If you have a mandatory evacuation order on a barrier island....MOVE YOUR CAR OFF THE ISLAND! I'm not a fan of APK in the aftermath, but a guy across the street from my folks lost 4 cars to flooding on his waterfront property. Excuse me....but DUH!!! And now folks think that FEMA and the taxpayer should fund this poor decision and pay for the tow. I don't think so.

check out the article, they towed my vehicle from my back yard parking in SSH, and they were told ONLY vehicles on street and those impeding, i spoke the the RUDE man and he told me to sign over my car, in lew of charges and i can have my property in car, license plates and pictures of the car. he then told me that Ocean Cty OEM authorized the tow, which after speaking to them, they did not, i spoke to him again he then tells me oh thats who I BILLED. So they are billing them and charging us too, for illegally going on private property! i have put a complaint in the BBB, called 101.5, contacted an Associated Press reporter, the reporter above, and I had an interview with Arnold Diaz of Shame Shame Shame this afternoon! I wanted MY tow guy to take my car away not these con artists. They are awful preying on us, I lost my home in SSH. I may not have lost my belongings, but I can't go home. WRONG!

thanks fran, did that 2 weeks ago. they said being my in laws parked it at a&p in ortley they were not allowed to go there......said possibly nat'l guard towed it. called every official i could think of no ones knows, unbelievable. i am ready to crack. not only about the car, their house is a mess, our toms river house which we rent to my son is demolished, had 3 families living here with me, 2 from ss hts and my son. luckily my neighbor a snow bird and she rented mom and pop their house till may, june. other 2 families still here. this is horrible. now gotta worry about their car, who took it wher is it? no one knows.........mentally can't make any more calls this week, had to go back to work. but will get to the bottom of it.

Ken - So if the number of dead is 100 rather than the four originally reported, then what?!?! I don't get your point. This event was a tragedy of biblical proportion. From anyone who may have lost his life by not heeding the evacuation warning to those who lost their homes. I'm not sure that there are any wild conspiracy theories that need to be applied here. Additionally, Toms River officials were flying by the seat of their pants on how to deal with the storm's aftermath. Do not forget that our mainland took an enormous hit as well...probably a harder hit than all the homes on the township's sections of the barrier island combined. Our township was trying to piece back the infrastructure on two fronts. Could they have done a better job? Sure. Did anyone expect this storm to be as fierce as it was? Doubtful. Many lessons are to be learned here. The real long-term tragedy would be if the homes are permitted to be rebuilt without the protection of dunes and the benefit of significantly more stringent building codes.

I can't believe that towing companies are allowed to charge anything...you didn't ask to have your car towed, it was/is part of the cleanup being done by the town/state...ridiculous...and good luck to all of you on your returns...its so bad there, and as stated above, you will understand more when you get there as to why you couldn't return sooner...be safe.

Hi Jimbo - looks like you are scheduled for tomorrow. Awesome for you and your family. Some of my friends (have houses in the yellow area on the map...sustained 0 to 33% water damage, only...no houses moved, no pink, no red, nothing) are STILL waiting. How are they handling this safety areas, first? Wouldn't one think that an area that has no houses moved/removed/blown down, etc. get in and out first. Is it friends first? Just wondering?

apk towing has always had not so great business practices...Although they are not owned by any township workers they are very close with some...which is why they get the township contracts...my husband used to know a lot of the guys from playing in the winter...they like to make promises they don't keep and are definitely money hungry as my husband learned the hard way by getting screwed by them a few times...I'd bet the only way you'll get your car's without paying their fees (which seem outrageous but are their normal storage fees for towing and such amount of time) but these are not normal circumstances but they will do all they can to take advantage of a bad situation...your pretty much going to have to bring the government possibly lawyers in on this one...unfortunately they may be considering them police impounds being I'm sure that's who had them removed...unfortunately this is how most tow companies work but you would think under the circumstances some exceptions should be made

Ruth Bergen you are so right $817 for a short tow... Cars lined up one after another.. Big pay day for some one here. Way to kick honest hard working people in the mouth when they are down. I would suggest finding who authorized the tow..and how was the relationship of this company brought into play... I guess this clown would not have an issue quoting that fee face to face. That was for Toms River Township Police Towing. Toms River tried to continue their "monoply" of kick backs by only allowing certain towing companies(Price Rite and Accurate) to have licenses, but when it was brought out that they ILLEGALY did not approve everyone that applied and qualified for the towing license, they changed the ordinance multiple times. My dad (long deceased) was part of OEM, met with local and county officials to tout emergency management. There have been hurricanes since that time, there was 9/11! Every city, town, etc. should have an emergency management and disaster recovery plan in place. If it isn't written in LARGE BOLD PRINT, when told to evacuate, evacuate. If you don't evacuate when ordered, ALL DAMAGE LOSSES, ETC. WILL BE YOUR RESPONSIBILITY!! As a friend of mine said to me, everyone knew a hurricane was coming. The Governor put the state of emergency into effect Saturday or Sunday. People could have been preparing for the hurricane as soon as they saw the path it was taking on the news. Pack your cars, batten down the hatches, move furniture from the bottom floor to the top floor, basements that normally flood, clean them out. Keep your yards neat at the beach area, get rid of the old stuff you don't need. Turn off your electric, gas at their mains, unplug major appliances so they don't brown out when power is restored and so that a fire doesn't happen. The cars - get your cars out of there when told to do so. Have your neighbor take a car. Couples with two licenses - no one said you could only take one car off the island. Boats on trailers, hook them up and take them with you - common sense! I'm sure an off-island, inland school would not have objected if someone parked a car for safe keeping or a friend wouldn't have minded having a boat in his/her driveway for as long as necessary.

Theresa - you realize people lost their enire homes. I am sure if they could have packed them up...they would have. It is simply impossible to do. Some people were unable to get to their properties in time at all...disasters aren't usually very convenient. :0 And, there is insurance which the homeowner pays for (including FEMA) so...while your check list works well for you...maybe for a family of 5 with small children and an elderly parent...not so much. Not so easy to move boats, either; some are in the water all season for a reason. And, "off-island"ers were also affected so may have done exactly what you suggested...put their stuff at someone else's house, but maybe Sandy didn't care and took out both homes. So, Sandy may not have gotten your memo. If everything was that easy, it would have been done....clearly it isn't. You do understand you are dealing with a weather episode/Mother Nature which is not a man-made event. It is unpredictable.

Contrary to popular belief FEMA won't be out there cutiing giant checks to rebuild your home.
My nephew got 5 feet of water and FEMA gave him 8 feet of sheetrock for the bottom floor and a check for $2600 (for lodging). He was lucky enough to have flood insurance but if your insurance does not cover any losses FEMA will give you a low interest LOAN.

I have talked to the SSH police several times and they keep telling us they are working on it, the last my husband spoke to them which was yesterday afternoon, now they are saying to email the Ocean County Prosecuters office. WTH. They may not care about everyone's cars but its building $$ signs for these jerks! Meanwhile, I have contacted the BBB, 101.5, Associated Press Reporter, Fox 5 Arnold Diaz Shame Shame Shame (which I have already done an interview with), and an online article as well. My car was essentially stolen, and all this guy can say is "I don't know what anyone is confused about their cars are here?" WTH is that supposed to mean? They charged Ocean County OEM, said that to me himself, so why charge the ppl from the island as well!?

Anyone gaining access and looking to store your items temporarily, do not store anywhere near the Seaside Bridge. You will never get your stuff when you need it. My friend can't get in since the police are monitoring the roads because some people are hoping to sneak around the back way. There IS NO back way. Also another NorEaster is expected so just get your stuff as far away from 37 as you can or you will wait "all day" to get to it. I took my stuff over West 37, its away from the traffic and my stuff can dry out. JMO Learn from others mistakes...I did.

Hi People, I just wanted to thank those of you who have taken pictures and posted them on here. Also to all of you at Brick Patch. As far as I can see, you are the only site that has joined residents together with information about anything going on in Ortley. The Township sure hasn't bothered to take pics or notify anyone whether their property is still standing, whether their street is one of those with the notorious sinkholes, or anything else. I know we sound like a bunch of complainers, but I understand it entirely. As many have said, "communication has been atrocious about our properties". Thanks to Brick Patch and to you who have shared so much with us, we are better prepared to deal with what is inevitably facing us when our "phase" is called. I'm upset to hear that the mold has started in homes that people were in today. I worry about how much longer it will be before I can get into my home, too. I'll come armed with a box cutter, to cut out whatever I can, as fast as I can and grab those few things I can squeeze into my "one suitcase". My prayeres are with us all. God Bless.

Forget the box cutter you want get much done get one of these ( http://www.ryobitools.com/catalog/power_tools/cordless/P340 ) all the big names make them. Just buy one you can barrow extra batteries from friends for the day. Run it half way through and rip away. With the right blade you will be done pretty quickly. Good luck and God Bless

My friend from outside Philly (also a homeowner) said she saw Ortley Beach on NBC 10...should be on tonight at 11:00 p.m., again...probably on website. And, she said that she was shocked because the newscrew and Ted Greenberg were taken, specifically, to the beach for taping/shots. He remarked about how numerous houses USED to be on the lots he was standing. How? How did he/they get ACCESS to the island? And, then, how did he/they get ACCESS to areas which have been deemed restricted to taxpayers/property owners; while the rest of us wait and have to stay within a defined spot on your street? HOW? This is EXACTLY what is making everyone angry. News media; unless they are property owners/taxpayers; should not be given access to our properties in particular in areas that the owners/taxpayers are still restricted. What gives? They came in on the bus so did the bus take them to these restricted areas, too? What?

I agree that everyone should have access to their homes as soon as possible and I understand the anger and frustration. But my parents are in their 80's, this is their full time residence, they left their home with nothing but a change of clothes and lost every memory and memento that was dear to them. The least you could do is to have a separate line for full time residents so they can process faster and spend more time trying to salvage something.

Well, I took the TR bus ride over to the Island yesterday to visit my property, TOTALED. And thats ok. I lived at the shore and hurricanes happen. Though very sad to look around at the devastation, it has many memories to compensate for my loss. The Island on the beach block must have looked like 'HELLS HOLE", But that happens during major storms. It happens all over the world everyday, just not to OB, WRONG, it dose. It was amazing seeing it OVER 2 WEEKS after it hit, MUCH TO LONG I still feel for us to have gotten in. THEY are doing an amazing job cleaning up and busting there asses. Thank you to ALL the workers from near and far. I've walked thru hurricane hit areas before, the day after. BUT this was VERY SURREAL, with it being my home. PEOPLE of the faint of heart, be ready. Good luck to all. And if your reading this were the lucky ones who made it to live another day.

So John... all your complaining, all your paranoia, all your trying to rile up the other Ortley Beach residents and bad mouthing the officials -- proved to do WHAT? Not a damn thing. Because bottom line? You were wrong.

Please learn from this experience. Learn to be kind; learn to be patient.
If you can't be kind or patient, at least Learn to be REASONABLE and keep your negativity to yourself. No one needed to hear stuff like that it in times like these...
And honestly, I'm sorry about your home. I'm sorry for everyone suffering in this catastrophe.

I posted an experience I had and have you come back with your condescending, self centered bull. It seems that you feel someone made you judge and jury on peoples opinions to speak. If you don't like what someone says, you personal attack them. The last thing I need to do is take advise and to learn from someone like you. I don't need you telling me or anyone else what and when we can say something. As for kind and patient, YOU KNOW ABSOLUTELY NOTHING ABOUT ME. But to let you know a little. Yesterday I packed my 2 suitcases at 10am than went a round helping neighbors until 230pm. Eight days without power and did same thing. And no, it's not for a pat on the back. It's to enlighten you that YOU don't have a clue. Enjoy you thumb.
